    The Veterans Canteen Service (VCS) at the Jefferson Barracks VA Medical Center in St. Louis, MO, is seeking a Human Resource Assistant. In this role, you will collaborate with the HR Specialist and support the Employee and Labor Relations (ER/LR) section within the Human Resources department.

    DUTIES:

    Duties of this position include, but are not limited to:

    Case File Review and Research: Reviews files related to disciplinary actions, grievances, appeals, and Unfair Labor Practices (ULPs).

     

    Screening Inquiries and Identifying Service Needs: Screens questions and complaints from employees and union representatives.

     

    Report Generation: Includes creation of charts and graphs for reporting purposes.

     

    Customer Inquiry Management: Directs employee or union inquiries related to discipline or labor relations matters to HR Specialists or the supervisor.

    Records and File Maintenance: Establishes and maintains logs and files for:

    + Disciplinary actions

    + Grievances and appeals

    + Union demands to bargain

    + Unfair labor practice charges

    Experience & Qualifications: A minimum of one year of experience in Human Resources is required. The ideal candidate will possess the knowledge, skills, and abilities necessary to perform the responsibilities of this role successfully.

     

    HR Knowledge: Understands and applies HR rules, procedures, and operations related to employee and labor relations.

     

    Research and Writing Skills: Proficient in conducting research and composing clear narrative reports, summaries, and official correspondence.

     

    Office and Clerical Support Skills: Competent in performing a variety of office and clerical support tasks. While typing skills are not required, proficiency in general administrative functions is necessary.

     

    Conflict Resolution and Policy Explanation: Ability to resolve recurring issues informally by explaining basic HR policies, such as sick leave approvals, and conducting interviews with supervisors to gather facts about workplace conditions or incidents.

     

    Participation in the seasonal influenza vaccination program is required for all Department of Veterans Affairs Health Care Personnel (HCP). Participation in the seasonal influenza program is a condition of employment. It is a requirement that all HCP receive the annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons.
