    Summary This position is located at the Palm Tree Golf Course, Andersen Air Force Base (AAFB), Guam. The mission of Joint Region Marianas (JRM) Warfighter & Family Readiness (WFR) is to provide the highest quality programs and services to the military community through self-sustainment across all quality of life programs. Responsibilities Major duties and responsibilities are summarized below. Program Management. Plans, develop, manage, oversee the operation and maintenance of the golf course and Pro Shop in conjunction with Navy Golf Standards. Applies U.S. Golf Association (USGA) and Professional Golfers' Association (PGA) rules and regulations to all tournaments, events, leagues, and lessons. Prepares, implements, and monitors the Non-Appropriated Fund (NAF) budget, financial plans, inventory controls, and materials requisitions. Ensure proper financial safeguards are in place to prevent fraud, waste, and abuse. Develops long-range plans, schedules, and staffing projections. Provides recommendations for course improvements and renovations. Analyzes and addresses budgetary challenges. Oversees and accounts for the collection of all revenues from green fees, equipment rentals, lessons, retail sales, and other service charges. Implements internal controls to ensure operational efficiency and compliance. Conducts regular inspections of the course, facilities, and equipment; operates a golf cart or vehicle as required. Supervises and coordinates course improvements and maintenance. Organizes and manages open play, tournaments, leagues, and special events; provides technical advice and rule interpretation as needed. Conducts individual and group lessons and clinics for all ages and skill levels. Maintains all administrative records and reports in compliance with Navy, CNIC, and MWR policies and procedures. Utilizes program-related software and platforms, such as REC TRAC and SAP. Ensures all operations adhere to safety, health, and sanitation standards. Coordinates with marketing personnel to develop promotional materials, advertising strategies, and sponsorship opportunities. Supervisory. Directly supervises NAF and APF staff, including one Maintenance and Operations Supervisor (WS-4701-09) and at least four recreation aids/assistants (NF-0189-01/02); serves as Rating Official (RO). Through subordinate supervisor, oversees crafts and trades positions with various classifications, including up to eight maintenance staff. Assigns and reviews work based on priorities and staff capabilities. Conducts annual performance evaluations. Participates in recruitment, hiring, and staffing decisions. Ensures staff receive appropriate training and professional development. Addresses disciplinary and performance issues; initiates corrective actions as necessary. Knowledge of golf course management, including USGA/PGA rules, merchandise, and tournament formats. Knowledge of operational planning, budgeting, scheduling, and facility use in a recreational or sports-related setting. Knowledge of and skill in applying DoD, Navy, CNIC, and MWR policies and procedures. Knowledge of turf maintenance and irrigation systems. Skill in course preservation techniques and strategies. Knowledge of NAF and APF funding and fiscal management practices, such as budgeting, forecasting, and revenue tracking. Knowledge of procurement practices, processes, and procedures. Knowledge of cash-handling procedures. Knowledge of marketing, branding, and member engagement strategies. Skill in teaching golf to a range of players. Skill in providing customer service, resolving conflicts, and handling customer complaints professionally. Ability to plan and manage a diverse golf program including tournaments and instructional clinics. Skill in the use of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Skill in the use of program-specific software and platforms (e.g., REC Trac). Skill in planning and managing projects, such as renovations and course improvements. Ability to prepare and analyze reports to inform decisions. Ability to communicate effectively, both orally and in writing. Ability to perform the full range of supervisory duties. Work is primarily sedentary in nature. However, requires some physical exertion, such as long periods of standing, walking over uneven surfaces, recurring bending, crouching, or similar activities, lifting up-to 50lbs on occasion, and driving, or operating golf carts during inspections. Active and good standing "Class A" PGA membership required per CNIC Navy Golf Standards. Must be able to work nights, weekends, and holidays as required. Subject to recall. Occasional travel (up to 10%) may be required. Must have or be able to obtain and maintain a valid state driver's license. Successful completion of a National Agency Check with Inquiries (NACI) is required. Must have or be able to obtain and maintain current First Aid and CPR certifications.
