About you and this role
Dow is seeking the nextEnvironmental Delivery Specialistto support our operations inFreeport, TX. As the Environmental Delivery Specialist, you will share responsibility with the EH&S Delivery Leader by implementing, coordinating, executing and maintaining a proactive facility-specific environmental management system to meet business objectives and maintain the license to operate. You will also increase individual awareness and accountability for environmental requirements, by providing a local Subject Matter Resource to coach plant personnel on environmental responsibilities, goals and the effective application of environmental work processes.
This job may be applied within a specific unit or may be leveraged across the site. Ownership of the work processes and requirements heavily impacts the success of the company.
This role is aligned to the Diamond Infrastructure Solutions (“Diamond Infra”) company and will be seconded from Dow to Diamond Infrastructure Solutions until January 1, 2027. At that time, the role will become directly aligned to the Diamond Infrastructure Solutions Company.

Responsibilities
Compliance Management
+ Ensure ongoing compliance with air, water, and waste permits and regulations.
+ Monitor emission limits and maintain compliance systems and documentation.
+ Lead permit renewals/modifications and update facility documentation accordingly.
+ Train facility personnel on regulatory changes and support implementation.
+ Collaborate across departments to integrate environmental considerations into projects.
+ Conduct environmental reviews and initiate management of change processes.
+ Perform periodic self-assessments and submit required reports.
+ Document and respond to compliance events, violations, and enforcement notices.
+ Implement global EH&S systems and standards.
Environmental Reporting
+ Collect and calculate emissions data for various regulatory reports (e.g., GHG, SARA, TCFD).
+ Maintain monitoring plans and facility data capture systems.
+ Prepare and submit periodic reports (e.g., MACT, Title V) with supporting documentation.
Partner Collaboration
+ Support operations and leadership with environmental performance insights.
+ Train staff on facility processes and regulatory requirements.
+ Coach teams on compliance updates and assist with implementation.
+ Validate emissions and waste data with facility and technology teams.
+ Lead investigations into compliance events and ensure corrective actions.
+ Participate in audits and agency investigations.
+ Maintain compliance records and ensure legal documentation is preserved.
+ Collaborate with regional and leveraged environmental teams on permitting and reporting.
+ Identify opportunities to streamline processes and improve systems.
+ Support EH&S tools and ensure timely completion of compliance tasks.
+ Serve as ODMS 6.07 Focal Point in partnership with Environmental Technician.
Qualifications
+ A minimum of a bachelor's degree or relevant military experience at or above a U.S. E6 ranking or Canadian Petty Officer 2nd Class or Sergeant (PO2/Sgt) Military ranking required.
+ At least 3 years of EH&S, manufacturing or related experience required.
+ Experience in waste profiling and/or waste disposal requirements preferred.
+ A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.
Your Skills
+ Environmental Compliance Knowledge: Understand and apply air, water, and waste regulations, including permitting, monitoring, and documentation to ensure ongoing compliance.
+ Data Collection & Reporting: Accurately gather, calculate, and report environmental data for regulatory submissions such as GHG, SARA, and TCFD, while maintaining monitoring plans and inventory systems.
+ Cross-functional Collaboration: Work effectively with operations, leadership, and technical teams to integrate environmental considerations into projects and daily operations.
+ Training & Coaching: Educate plant personnel on environmental responsibilities, regulatory updates, and work processes to build awareness and accountability.
+ Problem Solving & Investigation: Lead root cause analyses for compliance events, implement corrective actions, and support continuous improvement efforts.
+ Project & Change Management: Manage environmental reviews and change processes, ensuring timely updates to documentation and systems.
+ Documentation & Audit Readiness: Maintain accurate records to support audits and investigations, ensuring legal and regulatory documentation is preserved and accessible.
