    The Work You Will Do:

    Deputy Right of Way Manager-Operations / Right of Way Administration

     

    This position leads the Right of Way Operations section, which oversees Property Management, Records and Funds Management, and Management Support. The incumbent will manage the leasing and sale of surplus property, the preparation of Right of Way Certifications which ensure construction projects can be advertised, the contracting for Right of Way Support services, the funding for all aspects of Right of Way, and the processing of Right of Way Invoices, while implementing strategic initiatives to optimize land use, mitigate project impacts and provide excellent customer service.

    Your Specific Responsibilities:

    Manages the Operations program. Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and assures that all subordinates receive training and instruction and techniques necessary to safely perform their assigned tasks.

     

    Represents Right of Way at public meetings/hearings and workshops, and similar forums. Responds to public records requests and related inquiries. Has the authority to execute Right of Way certifications. Serves as the Department’s client representative.

     

    Develops, implements, and ensures a Quality Control Program. Ensures conformance with applicable laws, rules, regulations, policies, and procedures. Assists the Right of Way Manager in developing and implementing policies and procedures.

     

    Assists the District Title VI Coordinator in monitoring and reporting the Department's compliance with Title VI and related statutes. Monitors, trains, and assists local governments. Reviews and approves invoices.

    The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

    Knowledge of:

    + Agency computerized systems and the Right of Way Management System (RWMS).

    + Agency Work Program/Fiscal Processes/Scheduling Systems and their policies and procedures.

    + Agency budgeting process, policies and procedures.

    + Agency Property Management and excess/surplus property disposition and leasing.

    + The concepts, terminology, principles, laws, rules policies, regulations and procedures as it applies to right of way programs and the federal uniform relocation assistance and real property acquisition policy act.

    Skills in:

    + Contract procurement, negotiation and administration for contractual and professional services.

    + Right of Way/Eminent Domain negotiations.

    + Analyzing and interpreting data.

    + Planning, organizing and directing programs.

    + The use of personal computers, including a working knowledge of word processing and spreadsheet software.

    Ability to:

    + Manage and supervise people and establish and maintain effective working relationships.

    + Draw conclusions from data in report form and to retrieve, store and manipulate information stored in automated systems.

    + Interpret and apply federal, state and agency laws, rules, regulations and procedures.

    + Effectively supervise, motivate, lead and develop employees and consultants.

    + Map, analyze and monitor right of way processes.

    + This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures.
