Overview: The Program Manager – Containerized SCIFs has a strategic role with responsibilities that include the operational oversight of programs, business development that includes capture and proposal development, and product development that includes an understanding of market needs and product growth planning and execution. The Program Manager is directly responsible for managing the resources under their purview to ensure on time and on budget product deliveries and will inspire direct reports to achieve significant results on complex programs and projects. As a hybrid operational and business development profession, this role is expected to skillfully manage the programs assigned while also seeking out opportunities and developing relationships to grow the DOD Test & Evaluation Business Unit.
This role requires strong communication and leadership skills to coordinate and collaborate with both external clients and internal stakeholders with a thorough understanding of DOD acquisition processes. The Program Manager will work closely with the clients and subcontractors to define the program’s objectives and drive execution.
Essential Functions / Responsibility:
• Provide business and technical leadership necessary to ensure both production and the organization meet/exceed goals in delivering our products on time, on budget and on quality. Develop and manage specific goals and plans for the team to prioritize, organize, and execute
• Manage cross functional teams in production, sales, engineering, purchasing, and HR to meet operational goals and ensure program completion
• Effectively communicate program expectations to team members and stakeholders in a timely and clear fashion. Define program success criteria and disseminate to the stakeholders throughout the program’s life cycle
• Develop business by establishing and cultivating critical relationships built on trust.
• Capture management that works with the customer to understand the need, identify or develop funding sources, and advise proposal teams
• Drive continuous improvement and total employee involvement in critical success areas by empowering leaders and employees to utilize Lean manufacturing tools and processes. Obtain an in-depth understanding of technical manufacturing processes and ensure that teams are progressively developing technical expertise
• Manage program requirements, identify project scope creep, establish and elevate program risks, and devise contingency plans effectively
• Effectively manage and develop direct reports to ensure that all employees have the necessary tools to effectively complete their work
• Promote and ensure quality at all levels by collaborating with direct reports, enforcing systems, policies, procedures, and productivity standards
• Travel to main headquarters in Columbia Falls, MT and production facility in Libby, MT to ascertain project status. Travel to customer facilities to establish relationships and support key milestones
• Continually collaborate and communicate with clients on project scope and progress. Develop and deliver
progress reports, requirements documentation, and presentations. Plan and prepare for client visits. Ensure key dates from contracts are maintained
• Work closely with Human Resources as an integral part of the hiring process
• Ensure workplace safety and governance over general environmental concerns
Basic Knowledge Desired:
• Proven track record of successfully leading complex early-development programs
• Experience leading manufacturing and productization efforts for Aerospace and defense customers
• Excellent organizational, leadership, and decision-making skills
• Ability to work effectively with cross-disciplinary teams, including engineering, operations, finance, and sales
• Exceptional communication and interpersonal skills to interact with customers, team members, and senior leadership
• Understanding of business and technology (complexities of products, machinery, cost elements: direct & indirect labor, overhead, direct materials, expenses, etc.)
• Knowledge of raw materials, production processes, quality control, costs, and other techniques for maximizing the effective manufacture and distribution of goods
• Ability to always lead by example
Physical Demands:
• While performing the duties of this job, the employee is regularly required to sit, stand, walk, and talk or hear
• The employee is occasionally required to lift 20 pounds
Working Environment:
• Team members are subjected to noise levels which may range from moderately low to loud
• All team members must wear provided OSHA-approved eye protection on the production floor
• Periodically required to work off the company premises for client visits, & other business needs
Qualifications & Experience:
• BA / BS degree in Business, Industrial Technology / Engineering, Management, or related discipline strongly desired
• PMP certification strongly desired
• 4-6 years of direct work in a program management capacity, or an equivalent combination of education and experience
• 3-4 years of P&L accountability experience, reporting to senior management on the financial performance of a program or project
• Active secret clearance strongly desired
• Must be a United States Citizen
• Valid driver’s license in good standing
