Summary About the Position: Incumbent will provide expert consultation and leadership in one or more specialized areas of human resources management, responsible for independently planning, developing, and implementing Human Resources (HR) programs and initiatives that directly support the Defense Health Agency's strategic goals. This position is located in Falls Church, Virginia. Responsibilities Collaborate with senior leaders and stakeholders to gain buy-in and ensure alignment of HR strategies with overall organizational goals. Translate complex HR data into actionable insights for senior leadership. Analyze organizational needs to identify critical human capital challenges. Perform the full range of supervisor duties to include advising/counseling employees, performance management, hearing/resolving grievances/complaints, effecting disciplinary measures, etc. Provide authoritative advice and consultation to senior management, supervisors, and employees on a wide range of complex HR issues. interpret and apply federal laws, regulations, policies, and procedures related to areas such as staffing, compensation, benefits, employee relations, and performance management. Analyze intricate and often sensitive situations, providing strategic guidance and developing effective solutions that mitigate risk. Identify trends, patterns, and areas for improvement in HR operations. Lead the development and implementation of long-range strategic HR plans and programs aligned with the agency's mission. Formulate innovative solutions in areas such as talent acquisition, workforce development, performance management, and employee relations. Conduct comprehensive research and benchmarking studies to identify best practices and emerging trends in human resources management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience responding to Congressional or senior leadership inquiries regarding Federal human resources (HR)/human capital programs; AND experience assessing/auditing Federal HR programs. Although not required, experience auditing Delegated Examining cases files is highly preferred. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Decision Support Managing Human Resources Personnel and Human Resources Strategic Workforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Salary negotiation may be available for those candidates who are new to Federal service. Leave accrual negotiation may be available for those candidates who are new to Federal service.
