Summary:
Under the guidance of General Superintendent O&M - River Line - designs, develops and administers a detailed River LINE Training Plan. The plan addresses training programs for each Light Rail discipline: non-revenue vehicle maintenance training, Communications and Signals systems maintenance, Track and Right-of-Way systems maintenance, Facilities maintenance, Light Rail Operator Training, Operations Control Center systems Training, and all other associated training needs.
Roles and Responsibilities:

+ Designs, develops and administers a detailed Training Plan. The plan addresses training programs for each Light Rail discipline: non-revenue vehicle maintenance training, Communications and Signals systems maintenance, Track and Right-of-Way systems maintenance, Facilities maintenance, Light Rail Operator Training, Operations Control Center systems Training, and all other associated training needs. Responsible for lesson developing, maintaining lesson plans, manuals, audio-visual presentations, other training aids and record keeping.
+ Works with senior management, department heads, training staff and employees to identify all training needs for each Light Rail discipline, including the development of expected employee performance levels.
+ Performs comprehensive audits to ensure employee compliance with Quality Management System Plan, Operations and Maintenance plans, SOPs, SMP’s, DOT and FRA & FTA regulations.
+ Inspects facilities, analyzes and reports defective conditions/occupational hazards/non-compliant workplace practices, utilizing contemporary methods and procedures.
+ Manages and performs contractor QA/QC training, and supervises employee training programs (Blue Signal Training, HazCom/Right-To-Know, Fall Protection, Blood borne Pathogens, Hearing Conservation, Respirator Fit Testing program and others).
+ Co-Chairs the Employee Safety Committees to ensure an effective safety committee process.
+ Provides assistance in coordination with Emergency Response Exercises, Emergency Operations Center and emergency responder field training activities.
+ Responsible for ensuring that new and existing employees are appropriately instructed/tested in all courses; identifies students who do not meet course objectives.
+ Teaches technically advanced and specialized curriculum in support of all maintenance/technical disciplines. Utilizes equipment suppliers and vendors, other transit agencies, contractors and consultants as appropriate to fulfill technical training needs to ensure that training programs are up-to-date and consistent with best industry practices.
+ Ensures that all training programs comply with labor agreements in force and incorporates fair and objective pass/fail criteria.
+ Manages, monitors and assesses the performance of assigned training staff, to ensure the effective delivery of all training programs.
+ Coordinates with the Agency Safety Management Department and NJ TRANSIT personnel in support of public safety activities (Passenger Safety Program, Passenger Train Emergency Preparedness, Rail School Safety Program and Operation Lifesaver). Reviews facility modification proposals and specification changes, utilizing the Hazard Identification/Resolution Process of the System Safety Program Plan on an as-needed basis.
This Position Supervises:
+ LRT Training Specialist - RL (2)
Education, Experience and Qualifications :
+ Bachelor’s Degree in Liberal Arts, Business Administration, Engineering, Transportation, Occupational Safety, Adult Education or related area
+ and five (5) years of experience managing and developing technical/mechanical skills and programs in a rail transit environment; previous rail maintenance training experience or directly related experience of at least four (4) years in an instructional capacity desirable.
+ One year of closely related experience can be substituted for each year of education required.
Knowledge and Skills::
+ Knowledge of the CFR, Railway Operations and
+ Proficiency with MicroSoft Office Suite's Word, Access, PowerPoint and Excel is required.
