    Summary Joining the Secret Service, Office of Human Resources, Benefits and Payroll Division will allow you to will allow you to supervise a staff of human resources specialist, administrative staff, and contractors responsible for the effectiveness and efficiency of human capital programs for compensation and payroll processing. Responsibilities The selectee will serve as a Supervisory Human Resources Specialist (Compensation) in the Office of Human Resources, Benefits and Payroll Division. Typical work assignments include: Providing expert advice and consultation on a wide range of compensation and payroll programs and functions. Serving as subject matter expert and conducts audits, evaluations, and quality assurance (QA) reviews of payroll and personnel action processing functions through analyses of regular/recurring reports; inspections of documentation; reviews of known or suspected problems areas; and feedback from stakeholders on issues and concerns. Planning work to be accomplished by staff. Setting and adjusting priorities and preparing schedules for work completion; assigning work to subordinates based on management priorities, consideration of the difficulty and requirements of assignments, and capabilities of employees. Preparing or reviewing reports or position papers, memoranda, and other materials to communicate findings to leadership team or other senior level personnel. This Supervisory Human Resources Specialist (Compensation) position starts at a salary of $142,488.00, GS-14, step 1 with potential to $185,234.00 GS-14 step 10. Qualifications To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. You qualify for the GS-14 level (starting salary $142,488.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as: Providing a full range of advisory services to internal and external stakeholders on federal laws, regulations, policies, and procedures governing compensation and payroll programs and functions. Researching and interpreting Federal laws, regulations, policies, and procedures to assist in streamlining payroll processes Developing payroll policies, guides, and standard operating procedures to support payroll operations. Providing advice, counsel and instructions to staff members on work assignment and administrative matters related to payroll operations. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. The qualification requirements listed above must be met by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
