    Summary You will serve as an IT SPECIALIST (SYSANALYSIS) in the PLANS AND PROGRAMS DIVISION (SP10)/COMMAND INFORMATION OFFICER BRANCH (SPCIO) of STRATEGIC SYSTEMS PROGRAMS. Responsibilities You will serve as the IT Deputy for the Regional Strike programs (including Conventional Prompt Strike (CPS) and Nuclear-Armed Sea-Launched Cruise Missile (SLCM-N) and serves as the recognized as an IT/CS technical/functional authority. You will be responsible for managing the Regional Strike programs date-to-date planning and execution activities to serve as the IT liaison. You will serve as the recognized as an IT/CS technical/functional authority in those respective programs. You will serve as the business integration expert for SSP's enterprise IT requirements. You will be responsible for managing the Regional Strike programs date-to-date planning and execution activities to serve as the IT liaison between the SPCIO and Regional Strike program offices. You will work with leadership and subordinates with developing the requirements and specifications for IT systems that meet the needs of CPS. You will coordinate and liaise with program sponsors, resource managers, user communities, and other agency/community personnel to refine functional requirements and translate functional requirements into technical specifications. You will be responsible for collecting the CPS and SLCM-N requirements and work with sections to incorporate/integrate them into the SSP common IT infrastructure. You will be responsible for collecting the CPS and SLCM-N requirements and develop unique solution(s) in time to support these programs schedule and deliveries. You will be responsible for ensuring that the Clinger-Cohen Act requirements are incorporated into the program acquisition documentation and processes. Requirements Conditions of Employment Qualifications Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: reviewing all documentation developed or your team members to ensure they meet required Navy standards, policies and SSP standard operating procedures before submitting up the chain to higher level reviews, delivering to districting or presenting at meetings. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: listening to the requirements or issues presented by the customers and using your knowledge/understanding of the SSP IT infrastructure, processes and procedures to recommend a satisfactory solution or resolving the issues; listening to feedback from both internal and external stakeholders and providing appropriate responses. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: be able to clearly communicate SSP IT issues/policies/processes to both internal and external stakeholders; listening to questions or feedbacks from stakeholders, then addressing them appropriately based on facts and written documentation. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: listening to the issues presented by the customers, analyzing them and using your knowledge/understanding of the SSP IT infrastructure, processes and procedures to recommend a satisfactory solution or resolving the issues; knowing when it is appropriate to escalate the problem or issue up the chain. In addition to my experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: lead/conduct studies designed to identify potential improvements in the way information technology is applied to key business functions. Utilizing systems development and analysis to conduct IT Risk assessments, create compliance plans, and implement resolutions to complex issues. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. This position has a control point; thus, the salary range may be capped at GS-15, step 05, which is equivalent to $195,200. If your current salary is above this amount, your salary may be matched. This position is part of the Navy Nuclear Deterrent Mission. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Additional vacancies may be filled by this announcement.
