    Summary You will serve as a FINANCIAL MANAGEMENT ANALYST of ASN. Responsibilities You will oversee 34 critical naval, multi-billion dollar program line items within SCN, OPN, WPN, and RDTEN appropriations. You will lead budget processes, interpreting guidance from USDC, SECNAV, CNO, OMB, and others to produce budget exhibits that comply with congressional intent and departmental policies. You will review and adjust budget estimates for assigned programs, ensuring realistic funding and preventing budget shortfalls or overruns that could impact your programs. You will monitor all programs for proper execution and compliance with fiscal law and policy. Proposes execution adjustment for funding shortfalls or reductions of funding if assets are found to finance higher leadership priorities. You will prepare briefs for senior managers on program execution or performance and provide recommendations to correct program variances or problem areas. You will maintain operational efficiency utilizing complex financial data software and performing analysis of data to maintain accuracy, compliance, and support informed strategic decisions. You will prepare or review responses to review or audits which involve financial management policy and procedure for your programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with determining requirements for substantive material to be provided in support of, and in conjunction with, the submission of budget estimates to facilitate analysis, review, and evaluation during the budget formulation process. Experience contributing to financial controls of appropriations; review funding requests, allocation of funds, and reprogramming actions to ensure financing is consistent with applicable laws, regulations and leadership decisions. Experience with the development of budget material utilizing specialized program/budget software to produce and analyze data. Experience using MS Office products to produce concise and meaningful senior leadership briefs and spreadsheets. Experience providing review of program execution and performance, monitoring funding, and the recommending of adjustments to allocations.
