    Summary This position is part of the Defense Threat Reduction Agency. Responsibilities As a BUDGET ANALYST at the GS-0560-13 some of your typical work assignments may include: Budget Formulation: Prepares cyclical budget call and develops detailed guidelines to implement the policies, procedures, and instructions of higher echelons concerning the formulation and presentation of assigned budget programs and financial requirements. Ensures the accuracy of budgetary estimates and assigned data elements (Budget Activity, Program Element, Sub-Activity Group, Budget Line Item) across the Future Years Defense Program (FYDP) within DTRA systems and OSD's Next Generation Resource Management System (NGRMS). Advises and assists in the interpretation and clarification of guidance and resolves problems in connection with the preparation of program, budget, and manpower estimates. Performs comprehensive analysis of current and future missions to determine resourcing implications. Monitors and reviews budget decisions issued by OSD and analyzes and provides an executive summary of impacts for presentation to senior leaders. Budget Execution: Participates in the overall execution of the DTRA budget particularly as it relates to project/appropriation analysis. Reviews, interprets, and explains funding and accounting policy guidance, instructions, and directives from the Congress, GAO, OMB, and DoD. Coordinates the preparation of responses to inquiries by the Office of the Undersecretary of Defense (Comptroller) (OUSD(C)) and Congress concerning the Agency budget. Reviews and approves Funding Authorization Documents (FADs) received through the Electronic Funds Distribution (EFD) system. Budget Analysis: Plans for and executes actions necessary to develop, coordinate, implement guidelines, and advise Agency managers on the use of appropriated funds, including Operation and Maintenance (O&M), Research Development Test and Evaluation (RDT&E), Cooperative Threat Reduction (CTR), Procurement, and Military Construction (MILCON). Performs a wide variety of analytical duties connected with the formulation, justification, presentation, execution, and review of Agency appropriations. Performs other duties as assigned. Requirements Conditions of Employment Qualifications You may qualify at the GS-13 grade level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Experience utilizing the Federal Budget Process and the DoD PPBE system to develop long-range (multi-year) budgetary plans to support broad Agency missions. Experience interpreting an Agency's missions, programs, and legislative history to develop budgetary policies to support programs goals. Experience integrating Congressional, OMB, and DoD budget processes, procedures, and requirements necessary to formulate, justify, and monitor the execution of the Agency's budgets. Experience interpreting and applying complex legislative, policy, and regulatory decisions to develop budgetary plans, policies, and guidance, adjusting the budget. Experience analyzing the program-budgetary relationships to relate multi-year programs administered by the Agency to the planning, estimation, and modification of supporting multi-year appropriated fund budget requests to the DoD. Experience representing the Comptroller's viewpoint in formal meetings and dealings with top program and management officials of higher echelons within the Agency to discuss and resolve sensitive budgetary matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
