Position Summary
TheProgram Managerprovides operational and clinical leadership for VOAUPNY’s Rochester Site Base Housing. This role is responsible for overseeing daily program operations, managing case managers and residential staff, and ensuring high-quality client services in a safe, trauma-informed environment. The Program Manager uses clinical knowledge to guide staff, support complex casework, and ensure effective delivery service for individuals facing housing instability, mental health challenges, substance use, and other barriers.
This position requires flexibility to work primarily in the afternoon and evenings, with weekend availability required. It reports directly to the Rochester Site Base Housing Director.
Key Responsibilities
+ Manage the daily operations of Rochester Site Base Housing, ensuring safety, cleanliness, and compliance with agency and regulatory standards.
+ Directly supervise, schedule, and support case managers, residential aides, and other program staff.
+ Provide clinical oversight to case managers, including guidance in assessment, case planning, documentation, crisis intervention, and referrals.
+ Support staff in addressing guest needs related to mental health, substance use, trauma, and co-occurring conditions.
+ Monitor data collection, case documentation, and reporting to ensure compliance with funder and agency requirements.
+ Ensure program practices reflect Housing First, harm reduction, motivational interviewing, and trauma-informed care.
+ Collaborate with community partners, law enforcement, healthcare providers, and other stakeholders to enhance services.
+ Assist with program budget management and resource allocation.
+ Participate in on-call rotation to provide after-hours support.
Qualifications
+ Bachelor’s degree in human services, Social Work, Psychology, or related field required; master’s degree in social work, Counseling, or a related clinical discipline strongly preferred.
+ Minimum of 3 years of experience in shelter, housing, or human services, including at least 3 years of supervisory experience managing case managers and front-line staff.
+ Demonstrated clinical knowledge of homelessness, mental health, substance use, crisis intervention, and trauma-informed care.
+ Strong leadership, communication, and organizational skills.
+ Ability to coach, mentor, and support case managers in their professional development.
+ Proficiency in Microsoft Office and client data management systems.
+ Flexibility to work evenings, overnights, and weekends as needed.

Physical Demands & Working Conditions
+ Occasionally walking and standing in and around the office.
+ Must be able to lift up to 30 pounds without assistance.
+ Ability to sit, talk, and hear is required.
+ Specific vision requirements include close, distance, peripheral, color vision, and the ability to adjust focus.
+ Most essential duties are performed indoors in a standard office environment.
+ Some exposure to fluctuating temperatures, wind, and humidity may occur during travel between facilities.
Responsibility for Others
This position includesdirect supervision of case managers, residential aides, and other program staff, with both operational and clinical oversight.
