Position Summary Information
General Summary
TheProperty Assessments Aide performs introductory level technical and administrative duties in connection with the levying of front foot benefit charge ( FBBC ) in accordance with Maryland Law and property assessment procedures and performs related work including special project as required.
Essential Functions
+ Maintains assessment account ledger for bi-weekly balancing of all new and revised property transactions
+ Provides research information from multiple data systems ( AIS , e-permitting, C2M) in support of Section activities.
+ Investigates AIS , e-permitting, C2M database to verify and research information
+ Prepares and examines data processing transactions regarding property transfers, splits, subdivisions or service charge changes
+ Preserves database integrity, making modifications to records directly affecting FFBC revenue including analyzing data from Montgomery, Prince George’s and Maryland State Tax Assessor systems
+ Compiles FFBC data appearing on customer real property tax bills annually
+ Validates processing by comparing and researching documents pertaining to property and benefit charge transactions
+ Accumulates and examines construction plans, plats, bid tabs, and authorizations for creating new assessment contract files
+ Evaluates property data from counties to ensure ownership, usage and recordation information is available for reclassification by Analysts
+ Maintains assessment charge exception listings
+ Balances database bi-weekly transactions utilizing accounting computations
+ Examines recorded plat 200-foot sheets, county transfer records, county assessment records and other documentation to ascertain and verify information
+ Computes and furnishes redemption figures for FFBC and House Connection charges to settlement attorneys and general public
+ Utilizes the corporate database and other research options to handle customer inquiries and greet office visitors when required
+ Abstracts deeds from county land records and searches ownership information when needed
+ Types and edits correspondence, memoranda, reports and other assessment documents
+ Receives and evaluates incoming mail and maintains routine alphabetical and/or chronological files and records
+ Compiles and records statistics for monthly reports
Other Functions
+ As instructed, applies deeded footage or other formula to calculate amortized costs to be assessed against benefiting property owners
+ Distributes principal and interest and disclosure statements upon requests
+ Performs special projects and other related duties as required
Work Environment And Physical Demands
Work is performed in standard office environment.
Required Knowledge, Skills, And Abilities
+ Good knowledge of the assessments information system and its universal data processing procedures
+ Basic knowledge of corporate database systems (e-permitting and C2M) and its effect on assessment information
+ Good knowledge of Microsoft Office packages and Commission Web applications GIS , e-permitting, and e-plan etc.
+ Detail knowledge of policies and procedures concerning property information and benefit rates
+ Good mathematical ability specifically in the areas of bookkeeping, accounting and auditing
+ Ability to utilize mainframe systems with data management in comparing, validating and correcting input/output documents relating to property and benefit charges as recorded
+ Ability to work independently following moderate to complex verbal and written instructions
+ Ability to communicate with technical employees, county officials and the general public in a courteous and informative manner
Minimum Education, Experience Requirements
+ High School diploma or equivalent
+ 3+ years of clerical experience in the areas of fees, charges and property information processing
Additional Requirements
Additional experience is preferred.
Preferences
1+ year of college level computer, bookkeeping, accounting or business software courses
Salary$28.22 - $47.98
