We’re seeking a highly experienced and motivated CBTC Program Manager to lead the successful delivery of a major Communications-Based Train Control (CBTC) program for a prominent transit agency. This is a brownfield implementation, requiring deep expertise in integrating advanced technology into an existing, operational transit system.
What You’ll Do
As Program Manager, you’ll oversee the full lifecycle of the CBTC program from strategy and specification development through contractor selection, design, testing, commissioning, and revenue service cutover. You’ll be the central point of contact for the client, building strong relationships across operations, maintenance, engineering, and executive leadership.
Key responsibilities include:
•Leading a multidisciplinary team of engineers, technical specialists, schedulers, and support staff
•Developing and maintaining a comprehensive program management plan (scope, schedule, budget, risk, communications, and quality)
•Overseeing technical documentation, including specifications, design reviews, test procedures, and commissioning plans
•Managing multiple contractors and vendors to ensure alignment with program goals and quality standards
•Identifying and mitigating risks, implementing contingency plans, and managing change control
•Monitoring progress against baseline schedule and budget, and preparing regular status reports
•Facilitating communication among stakeholders, including clients, contractors, regulatory agencies, and internal teams
•Ensuring compliance with safety, security, and regulatory requirements throughout the program lifecycle
•Leading testing and commissioning to ensure system performance and safety standards are met
•Supporting operational readiness, training, and post-cutover activities
•Promoting a culture of safety, quality, and collaboration across all phases of the program

•Bachelor’s degree in Engineering (Electrical, Systems, or related field preferred) or a technical discipline
•15+ years of progressive experience in project/program management within the railway or transportation industry
•10+ years of direct experience with CBTC systems, including brownfield implementations in active transit environments
•Proven success managing complex, multi-disciplinary projects on time and within budget
•Strong understanding of transit operations, maintenance, and safety-critical systems
•Experience managing large contracts and coordinating multiple vendors
•Exceptional leadership, communication, negotiation, and stakeholder engagement skills
•Proficiency in project management tools and software
•Familiarity with industry standards and regulatory frameworks
•PMP certification or equivalent (preferred)
