License and Certification Qualifications: None required.Education Qualifications: High school diploma or equivalent required. Bachelor's degree in related field preferred.Experience Qualifications: Five years of payroll and/or accounting experience required. Payroll experience with PeopleSoft or a similar system preferred.Skills Qualifications: Ability to write reports and business correspondence; ability to apply mathematical concepts such as fractions, percentages, ratios, and proportions; ability to solve practical problems; ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form; ability to maintain detailed and accurate records; strong organizational skills and the ability to multitask in a high-volume processing environment; ability to exercise independent judgment; excellent public relations skills; ability to represent Gwinnett County Public Schools in a positive and professional manner; strong computer skills with a working knowledge of Microsoft Office required; and knowledge of PeopleSoft preferred.Primary Responsibilities: Maintain and support the PeopleSoft payroll processes through the employee Time and Attendance (eTA) Absence Management system for leave as well as meet the issued deadlines for all payrolls for the Payroll Services Department.1. Maintain the leave system through the Employee Time and Attendance (eTA) application of PeopleSoft.a. Review and audit leave information received from the Benefits and Leave Administration Office.b. Execute leave processes in collaboration with payroll processors and the Benefits and Leave Administration Office.c. Review reports initiated from leave usage of Gwinnett County Public Schools (GCPS) employees.d. Evaluate and administer adjustments to the salary dockage and refund program.e. Counsel employees concerning leave balances.f. Ensure GCPS Board policies are followed.g. Maintain and organize sick leave balances for employees transferring in/out of the district. h. Modify and correct employee absence data received from local schools and central office.2. Monitor and maintain leave balances for employees on leave of absence. a. Verify available leave hours and submit to appropriate personnel for accurate salary payments for leave periods.b. Assist with workers' compensation processing. c. Track return to work dates in order to ensure proper salary is paid for employees returning to work. 3. Maintain sick leave bank balances through the PeopleSoft eTA system.a. Initiate sick leave bank hours through the leave adjustment process.b. Submit hours received for an employee to the salary processor for accurate salary payments for each leave period. 4. Performs necessary procedures and processes for assigned periodic payrolls.a. Key all maintenance on payroll with accuracy and speed.b. Work with payroll staff, school locations, and the central office to meet all payroll schedules.c. Initiate the PeopleSoft payroll runs.d. Verify payroll data and make corrections and/or adjustments as needed.5. Assist with the overpayment process.a. Provide overpayment information to the payroll accountant for net calculation due from employees.b. Submit correspondence to employees regarding overpayments.c. Track status of repayment and send follow up correspondence. 6. Process manual check issuances, reprints, and stop payment requests. a. Calculate, verify, and confirm manual check requests.b. Initiate stop payments for lost checks through the banking institution website.c. Report check issuances and reprint information to appropriate departments for reporting and balancing purposes.7. Assist Payroll Specialist - Sub and Biweekly with maintenance of miscellaneous, substitute, and Fair Labor Standards Act (FLSA) processing through the Employee Time and Attendance (eTA) application of PeopleSoft.a. Operate PeopleSoft programs and tables for district support.b. Assist in supporting local schools and the central office concerning business rules and procedures.c. Support laws and regulations for FLSA guidelines.d. Assist local schools and the central office with FLSA corrections and entry into the eTA application.e. Represent the Payroll Services Department at meetings regarding miscellaneous, substitute, and FLSA processes.f. Provide customer support and employee counseling regarding miscellaneous, substitute, and FLSA payments. g. Substitute Extended Pay (SEP) processing and rate of pay verification.8. Provide world-class customer service for the Payroll Services Department.a. Research, review, and respond to customer inquiries in an accurate and timely manner.9. Perform other duties as assigned. Physical Demands:While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds.
