The Court of Administrative Hearings (CAH) is seeking to hire a Security and Facilities Director. CAH is the largest of three Executive Branch Courts with over seventy-five full-time equivalents located in St. Paul and Duluth. CAH, with 34 judges, is comparable in size to the Ramsey County District Court with 32 judges. CAH has exclusive, trial-level jurisdiction over 200 unique areas of administrative law and workers’ compensation. This means the decisions of CAH are appealable to higher-level appellate courts (Minnesota Court of Appeals, Minnesota Supreme Court, and Minnesota Workers’ Compensation Court of Appeals) and not at trial-level district courts.
This position exists to develop, manage, and directly supervise short and long-range critical infrastructure (physical security, facilities, parking, emergency response and recovery) at the Court of Administrative Hearings two locations (St. Paul and Duluth). This position is responsible for the management of the CAH’s physical safety by administering, managing, planning, monitoring, maintaining, and enhancing design and implementation of physical safety strategy and emergency related programs. This includes directing the agency’s physical safety program and serving as the agency representative in physical safety and operations/logistics related to the management of physical safety, and incident response teams within the agency. This position is responsible for the operational safety of the agency, to ensure that needs are carried out in accordance with established policies, procedures, and regulations. Programs are developed to promote employee health and well-being.
Minimum Qualifications

+ Experience with physical safety sufficient to develop physical safety protocol for a public-facing operation.
+ Experience providing consultation and advice to leadership and staff on health management theory and safety management practices.
+ Experience establishing and maintaining successful relationships and interactions with law enforcement and emergency responders.
+ Experience with emergency management and planning.
+ Experience directing and planning the execution of construction, remodeling projects, and facility space moves.
+ Ability to develop and implement operating procedures which will ensure effective delivery of basic building services.
+ Oral and written communication skills to communicate within all levels of the organization and with members of the public with sensitivity to the needs and concerns of a diverse population.
Preferred Qualifications
+ Experience providing lead work or supervision to security and facilities personnel.
+ Experience working within the structure of state government, especially with the roles and relationships of administrative courts within the executive branch and in relation to the judicial branch.
+ Experience working within the Minnesota State Capitol complex and with building policies and regulations needed for agency facility needs.
+ Experience working with continuity of operation plans (COOP) in accordance with FEMA and state guidelines.
+ Experience managing facilities and security operations at two distinct geographical office locations.
Physical Requirements
Possess the physical ability sufficient to perform the following tasks:
+ Ability to position self to move to a significant degree over extended distances, negotiate stairs, ladders, and walkways as they pertain to assigned duties.
+ React quickly and appropriately in emergency situations.
