    The division of Parks and Trails is currently seeking to fill one (1) Natural Resources Supervisor I for the Iron Range Off-Highway Vehicle State Recreation Area in Gilbert, MN. Days and hours of work will vary.

     

    The position is responsible for managing and supervising the development, operations, programs, activities, policies, budgets, and rules pertaining to the operation of the Iron Range Off-Highway Vehicle State Recreation Area, including both the Gilbert and Virginia sites.

    Responsibilities include:

    + Direct and Supervise IROHVRA staff, so that Parks and Trails program operations are conducted efficiently and in accordance with policies, goals, and objectives.

    + Administer and supervise the OHVRA’s development, maintenance, and rehabilitation programs so that the physical plant (OHV recreation area buildings, grounds, facilities, utilities, roads, trails and equipment) is safe, functional and in good repair.

    + Oversee OHVRA day to day operations to provide the public with a safe and enjoyable experience.

    + Direct and administer enforcement as a “Park Ranger”, emergency service, and risk management programs in the OHV recreation area to protect the state’s resources and to provide public safety so that recreation area resources, facilities, visitors and staff are protected.

    + Develop, direct, implement, and evaluate the recreation area’s resource management program in consultation with the local DNR technical committee, and in accordance with the OHV recreation area master plan so that resources are protected and division goals are met.

    + Administer, supervise and implement all aspects of fiscal management in the OHVRA so that funds are utilized effectively in accordance with funding source guidelines and revenue accountability is achieved.

    + Implement development, maintenance, operational, real estate, and rehabilitation programs so that safe, high quality facilities and programs are available to the public, natural and cultural resources are preserved and protected, and programs/facilities comply with relevant standards and state codes.

     

    For FLSA purposes, this position is anticipated to be exempt for a portion of the year.

    Minimum Qualifications

    + Current (one year) experience as a Natural Resources Supervisor 1 – Parks & Trails.

    OR

    + Associates degree in Natural Resources Management, Parks and Recreation, Business, Communications, or other closely related field; AND two years of para-professional or professional experience that includes leadwork, directing staff, or managing a project with staff; or professional level work in a natural resources setting or field.

    + A Bachelor’s or advanced degree in natural resource management, parks and recreation, natural science, communications, public relations, business management, political science, public administration, social science, or closely related degree may substitute for one year of the experience listed above.

    AND

    + Writing skills sufficient to communicate work plans, proposals, and reports.

    + Communication skills sufficient to communicate work requirements to individuals, teams, or crews.

    + Organizational and administrative skills sufficient to organize diverse elements of work and perform tasks within administrative requirements.

    + Ability to comprehend laws, rules, policies, and procedures.

    + Fiscal skills sufficient to administer a small budget and track expenditures and income.

    + Word processing skills sufficient to draft letters, memos, correspondence, etc.

    + Spreadsheet skills sufficient to create, edit, and modify spreadsheets.

    + Ability to operate and maintain a variety of vehicles, shop, and office equipment.

    Preferred Qualifications

    + Working knowledge of federal, state, and local government structure, laws, and ordinances pertaining to outdoor recreation, land use, and environmental issues.

    + Working knowledge of field management techniques, equipment, and machinery to develop, operate, and maintain trails and facilities.

    + Working knowledge of civil engineering and landscape architecture, as it relates to recreation facility design, construction, operation, and maintenance.

    + Training and experience in leadership skills including supervision, communications, team building, group facilitation, negotiation, and partnerships.

    Additional Requirements

    This position requires an unrestricted Class D Driver’s license with a clear driving record; per DNR Fleet Policy, only those 18 years of age or older with a valid driver’s license may operate equipment and vehicles on behalf of the Agency.
