THE EXECUTIVE DIRECTOR OF THE NEW JERSEY HOUSING AND MORTGAGE FINANCE AGENCY INVITES APPLICATIONS FROM QUALIFIED CANDIDATES FOR THE FOLLOWING:

Salary Range: R8 ($49,876.01 - $70,189.60), PR9 ($54,988.40 - $77,382.82), PR10 ($60,631.93 - $85,314.56)

JOB DESCRIPTION
Under supervision, perform duties related to monitoring the Asset Management portfolio for compliance with the HUD 4350.3 Handbook, NJHMFA, and other Federal / State rules and regulations as applicable; ensure that projects satisfy the requirements of move-in/re-certification, vacancies, delinquencies, and other reporting requirements (as applicable). Perform related duties as required .
+ Maintain a database for each assigned property to track pertinent payment and compliance information.
+ Review and approve tenant certifications to ensure compliance with the applicable income limit for that development/program.
+ Assist on-site managers in the implementation and interpretation of HUD rules and regulations and in determining tenant eligibility.
+ Review and approve HUD vouchers monthly. Respond promptly to internal and external requests for information and assistance, including inquiries for residents, owners, and other third-party entities.
+ Review, correct, and process vacancy payments, unpaid rent, and tenant damage claims.
+ Monitor waiting lists, monthly vacancy, and delinquency rates for the Asset Management portfolio.
+ Assist outside agencies in interpreting and implementing HUD rules and regulations in accordance with HUD's 4350.3 handbook.
+ Conduct inspections of tenant files to ensure compliance with program requirements and to verify that tenants are paying the correct rents.
+ Update rent schedules whenever changes occur in either rents or utility allowances.
+ Coordinate and handle special project assignments.
+ Generate written correspondence as required .
MINIMUM REQUIREMENTS
Education / Experience:
Occupancy Specialist I (Range 8)
Two (2) year college degree; 3 years of related experience; or any equivalent combination of education and experience that meets the required knowledge, skills and abilities.
Occupancy Specialist II (Range 9)
Two (2) year college degree; five (5) years of related experience; or any equivalent combination of education and experience that meets the required knowledge, skills, and abilities.
Skills:
+ Knowledge of HUD rules and regulations governing tenant selection, eligibility, and the certification/recertification requirements.
+ Knowledge of the Low-Income Housing Tax Credit Program.
+ Knowledge of HMFA statutes and regulations.
+ Ability to perform and analyze mathematical computations.
+ Ability to accurately enter and retrieve computer data, using MS Word, MS Excel, and MITAS.
+ Ability to communicate effectively, orally, in writing, and to listen actively.
+ Ability to apply complex regulations to varying situations.
+ Ability to work independently.
+ Ability to organize and accomplish multiple assignments simultaneously under time constraints.
+ Ability to drive to properties to conduct tenant file reviews.
+ Ability to establish and maintain effective working relationships.
+ Ability to maintain a positive work atmosphere in an appropriate manner of behavior that ensures cooperation and effective communication.
For Occupancy Specialist I, II, and III: No later than the first anniversary of the employee's start date; specialists shall have completed an NJHMFA-approved CPO (Certified Professional of Occupancy)/Certified Assisted Housing Manager or other equivalent certification course. Upon receipt of certification, specialists must satisfy the continuing education requirements to maintain his/her CPO certification.
