    Role and Responsibilities

     

    Performs administrative work in advising armed forces veterans and dependents of their rights and benefits available under federal, state and local laws. Work involves interviewing veterans or their dependents to determine eligibility for various veterans' programs; assisting clients in completing required forms; reviewing records and compiling and submitting data as required. Employee is also responsible for negotiating with program officials to obtain services for clients, as necessary, and performing various duties to document casework and activities, as well as assisting the Veteran Services Director in the administrative and supervisory work involved to ensure proper office management.

     

    Essential Job Functions

     

    Interviews veterans or their dependents to determine eligibility for various veterans’ benefits.

     

    Advises veterans and their families of their rights and benefits.

     

    Assists with gathering evidence in support of claims and appeals.

     

    Reviews military medical and personnel records, as well as civilian and VA Health Care records as needed.

     

    Composes arguments, organizes, and submits evidence based upon the requirements of Title 38 of The Code of Federal Regulations, State of Florida Regulations, and local regulations.

     

    Helps maintain relationships with Federal, State, and Local Organizations that provide resources/services for veterans and their families.

     

    Performs records maintenance - copies, scans, files, updates databases.

     

    Maintains mandatory County Veteran Service Officer certification through annual conference attendance and testing. Required certification must be obtained within the first year of employment.

     

    Supports The Jackson County Board of County Commissioners and its implementation of The Strategic Plan.

     

    The Veteran Services Office will be housed in the Historic Russ House, staff will be asked to assist with tours on an as needed basis.

    Qualifications and Education Requirements

     

    Must be a veteran who served as a member of the Armed Forces of the United States during a period of war, as defined in Title 30, U.S.C.; who served at least 18 months’ active duty in the Armed Forces, and who was separated from such service under honorable conditions, or was the surviving spouse of any such veteran. Any honorably discharged wartime veteran who was so discharged for service-connected or aggravated medical reasons before serving 18 months’ of active duty, who completed a tour of duty other than active duty for training, regardless of length of the tour, or who satisfied his or her military obligation in a manner other than active duty for training or reserve duty shall be eligible for employment as a County Veteran Service Officer. Every County Veteran Service Officer, in order to be eligible for employment as a County Veteran Service Officer, shall have a 2-year degree from an accredited university, college, or community college, or a high school degree or equivalency diploma and 4 years of administrative experience.

     

    Knowledge, Skills, and Abilities

     

    Knowledge of all state and federal laws pertaining to veterans' benefits available through the Department of Veterans Affairs.

     

    Knowledge of the various procedures, applications and forms used in applying for veterans' benefits.

     

    Knowledge of community organizations, agencies and facilities related to veterans' affairs.

     

    Knowledge of various afflictions and disabilities common to armed forces veterans.

     

    Knowledge of the principles of organization and administration.

     

    Ability to understand, interpret and apply federal and state laws regarding the rights of veterans and their dependents.

     

    Ability to exercise considerable independent judgment in applying laws and policies to individual cases.

     

    Ability to exercise considerable tact, courtesy and discretion in frequent contact with clients and veterans program officials.

     

    Ability to effectively express ideas orally and in writing.

     

    Ability to establish and maintain effective working relationships with veterans, widows, dependents, the state regional representative, and as otherwise necessitated by work assignments.

    Additional Requirements

    Physical Requirements: Must be physically able to operate a variety of automated office machines including computers, typewriters, copiers, facsimile machines, etc. Must be physically able to operate a motor vehicle in a safe manner. Must be able to exert up to 20 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

     

    Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or compositional characteristic (whether similar to or divergent from obvious standards) of documentation of policies and procedure.

     

    Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments and/or directions from superiors.

     

    Language Ability: Requires the ability to read a variety of correspondence, reports, forms, manual, invoices, surveys, etc. Requires the ability to prepare correspondence, reports, forms, meeting minutes, news releases, purchase orders, etc., using prescribed formats and conforming to all rules of punctuation, grammar diction, and style. Requires the ability to speak to people with poise, voice control and confidence.

     

    Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardized exists; to interpret a variety of instructions furnished in written, oral diagrammatic, or schedule form.

     

    Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in standard English.

     

    Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; to determine percentages and decimals; to interpret graphs; and to compute discounts, interest, profit and loss, and ratios and proportions.

     

    Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, and shape.

     

    Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment.

     

    Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

     

    Color Discrimination: Requires the ability to differentiate between colors and shades of color.

     

    Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.

     

    Physical Communication: Requires the ability to talk and/or hear: (talking: expressing ideas by means of spoken words; hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone.
