The Opportunity:
As the CACI Program Manager, you will lead a team of Information Operations (IO) and Military Information Support Operations (MISO) planners and analysts in support of U.S. Central Command (USCENTCOM) and its strategic partners. This role requires a technical understanding of the tool suites as well as the end users, but more importantly, it is the center for a team that is rapidly developing the use of commercial, open source, and classified data to meet the objectives of the customer. You will enable operations through creativity and vision as you map the efforts to develop the future of analytics against a range of threats.
You will serve as CACI’s primary POC to the Government for all matters related to Task Order execution and provide overall leadership and guidance for contractor personnel assigned to the Task Order, including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall Task performance. You will be responsible for the quality and efficiency of all assigned tasks, including technical issues and business processes.
You will provide GSA/AAS Defense (formerly FEDSIM), USCENTCOM and its strategic partners with expert advice, planning, advisory, operational knowledge, and technical expertise that enables the effective integration of planning, analysis, experimentation, management, and concept testing to develop current and future capabilities that meet our client’s global operational challenges, resulting in the delivery of material and nonmaterial solutions for SOF and General Purpose Forces capabilities and mission requirements. You will collaborate across USCENTCOM, the DoD, commercial industry, and the academic space to identify and develop technology and capability enhancements informed by close collaboration and coordination with the labs, universities, agencies, and industry partners on the cutting edge of research and development.
Additionally, you will assist in the Process Improvement and Quality Control (QC) processes for the program and the Program Management Office (PMO). Associated tasks and responsibilities include identifying, analyzing, measuring, and implementing improved processes and workflows for the program.
Responsibilities:
+ Provide overall leadership and guidance for all contractor personnel assigned to the task order including assigning tasks to contractor personnel, supervising on-going technical efforts, and managing overall performance.
+ Responsible for the quality and efficiency of the task order, to include both technical issues and business processes.
+ Plan and provide program and project management support and the contractor personnel resources necessary to support the task order.
+ Manage and oversee all activities performed by contractor personnel, including subcontractors and teaming partners, to satisfy the requirements identified by the government.
+ Serve as a senior advisor to senior military and government leaders and staff at the client site.
+ Serve as technical SME for recruiting and assessing candidates for the program.
+ Commit CACI resources as needed to satisfy task order requirements.
+ Provide updates to the Functional Group Lead regularly.
+ Coordinate any modification and change request with the Functional Group Lead.
+ Advise and assist teammates on tasks.
+ Provide planning and analytical support.
+ Develop a vision for applying Big Data as opposed to a myopic view of OSINT, PAI, or any other military acronym focused on the unique data currently employed in marketing.
Qualifications:
+ Possess an active certification in one of the following:
+ Project Management Institute (PMI) Project Management Professional (PMP) or
+ PMI Program Management Professional (PgMP®) Certification
+ A minimum ten (10) years of senior leadership or program management experience planning, directing, coordinating, and managing programs of $500 million or greater with similar complexity to this TO.
+ Bachelor's degree or higher education in a related discipline
+ Active TS/SCI Security Clearance.
+ Strong written and oral communication skills and experience briefing executive level staff.
Desired:
+ Master of Arts or Science Degree in a related discipline
+ Joint Staff, Combatant Command J39 experience
+ Experience managing the planning, developing, execution, and evaluation of MISO or IO programs
+ Senior Service College graduate
+ Joint Professional Military Education II qualified
+ Sensitive Activities planning experience
