    NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

     

    Property Exemptions Administration (PEA) oversees and executes property tax benefits for a diverse array of entities and individuals. PEA’s core responsibilities encompass the examination, processing, and management of applications for exemptions and abatements. These benefits extend to commercial and industrial properties, residential multi-family construction, new one- to two-family construction, government entities, and non-profits, as well as renters and homeowners, including members of the clergy, seniors, people with disabilities, and veterans. PEA is committed to ensuring the accessibility of property tax benefits for all eligible constituents.

     

    PEA is seeking a highly motivated and detail-oriented individual to serve as an Exemptions Supervisor in the PEA Unit. This unit processes critical property tax benefits including programs for multiple property tax exemptions and abatement benefit programs.

     

    Under general direction, with wide latitude for the exercise of independent initiative and judgment, the selected candidate will oversee the accurate, efficient, and customer-focused processing of exemption applications. This position plays a key role in efforts to modernize benefit delivery, particularly for high-touch, paper-based programs. The supervisor will collaborate with management to lead processing staff and help shape operational policies and procedures. Key Responsibilities include, but are not limited to:

     

    -Supervise staff responsible for reviewing Property Tax Exemption and Abatement applications (including SCHE/DHE and other benefit programs), ensuring timely and accurate determinations in line with program requirements.

     

    -Establish performance standards, provide coaching, and complete staff evaluations.

     

    -Lead quality assurance reviews to identify trends, errors, and training needs.

     

    -Manage benefit removals, corrections, and data updates in the Property Tax System (PTS) and related databases.

     

    -Monitor application inventory, maintain tracking systems, and generate performance reports.

     

    -Use data-driven analysis to identify workflow bottlenecks and recommend process improvements.

     

    -Collaborate on redesigning and refining workflows, with emphasis on increasing automation and reducing manual processing.

     

    -Train staff on program guidelines, system enhancements, and policy changes.

     

    -Ensure consistent application of program rules across processing teams.

     

    -Work closely with management, Customer Service, and Finance Information Technology (FIT) to resolve complex applicant issues and support system enhancements in PTS, Electronic Filing modules, and other platforms.

     

    -Collaborate with agency's internal & external stakeholders.

     

    -Assist in preparing and distributing applicant letters and notifications.

     

    -Conduct or support applicant outreach to resolve complex cases or clarify program requirements.

     

    -Lead or contribute to special projects and agency-wide initiatives aimed at modernizing and streamlining benefit administration.

     

    -Prepare and present data-driven reports to assess turnaround times, workload distribution, and system performance.

    Qualifications

    1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

    2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or

    3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;

    4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
