What You Will Do
Assist management and stakeholders in the implementation and execution of the Public Awareness program, Damage Prevention activities, and coordination of state commission communications.
Coordinate and execute Damage Prevention activities and Public Awareness programs duties throughout the assigned area.
Attend events relating to Emergency Responder Public Awareness meetings, Excavator/Contractor Damage Prevention meetings, and Public Awareness and Pipeline Safety meetings.
Review and provide comments as requested regarding Public Awareness and Damage Prevention rules established by state and federal regulations pertaining to the Department of Transportation (DOT).
Attend regulatory Public Awareness inspections to serve as a liaison between company management and the agency inspectors.
Assist management in preparing responses to state regulatory agency findings, incident reports, and notifications of probable violations. Report excavation damages as required by federal and state statutes.
Assist with DOT incident reporting to the state and federal agencies as required. Receive initial information of event to help determine if the event meets reporting requirements. Report to the state commission and/or federal National Response Center as necessary.
Provide quality assurance (QA) and quality control (QC) for damages reported through the companies Damage Information Management System (DIMS).
Assist with the review of excavation damage events with stakeholders as needed (local operations, claims, state commission, and third parties involved) to determine root cause analysis and lessons learned.
Participate in emergency mock drills that are conducted to evaluate the effectiveness of emergency response plans as requested.
Research, advise, assess, and communicate information and recommendations related to:
+ Applicable state and federal pipeline safety regulations
+ DOT Regulations - Parts 191 and 192, API RP 1162
+ Company operations and maintenance procedures
+ Damage Prevention and Public Awareness Plans
+ Emergency Response Plans
+ Responses to Notices of Probable Violations
+ Incident reporting
Regular and reliable attendance is required in performance of job.
Employee may be required to perform additional duties as assigned.
What You Will Need
Preferred Bachelor's Degree Engineering or an equivalent combination of formal education and job related experience.
Some experience in various phases of distribution, transmission, and administrative functions.
Working knowledge of public awareness and damage prevention rules, regulations, and best practices.
Experience in use and function of office equipment including computers and applicable software is preferred. Highly competent with Microsoft Products and advanced features such as Pivot tables, logic statements, etc.
Working knowledge of identifying, researching, evaluating and prioritizing problems or specific situations and coordinating appropriate action/response.
Limited ability in reading and interpreting DOT regulations, Parts 191 and 192; American Petroleum Institute (API) Recommended Practice (RP) 1162 – Public Awareness Program; and various other technical documents relative to governmental rules and regulations.
Ability to interact, advise, and communicate effectively.
Knowledge in developing information and making presentations to groups and individuals.
Application of math and algebraic formulas and statistics.
Demonstrated ability to read and write in English.
Minimum Applicable driver's license. Requires travel to other company offices and facilities and to job sites.
Mobility to travel in and around plant and office facilities and around job sites out-of-doors.
Able to communicate and exchange information; conduct oral presentations.
Visual ability sufficient to perform job duties.
