This position exists to implement and support the State’s Recycling Market Development (RMD) program. The position requires knowledge of recycling and developing markets for recyclable materials. The position also serves as a project manager that integrates work across programs to meet agency strategic goals, especially as it relates to sustainable materials management (SMM)/solid waste policy and planning, increased recycling, and recycling market development.
Primary activities include:
+ Assist private and public entities to develop markets for recyclable materials.
+ Manage projects to plan, implement, and develop work in markets for recyclable materials and assisting businesses to use recycled feedstock under the Waste Management Act, The Toxic Pollution Prevention Act and other state and federal statutes.
+ Provide program and state RMD expertise.
+ Provide technical assistance with proposed projects, measure data, and report strategic program outcomes.
+ Administer the Agency activities associated with the Solid Waste System in Minnesota.
Minimum Qualifications
Three (3) years professional experience managing projects in areas of sustainable materials management, solid waste, recycling, and/or a similar field, sufficient to track and manage multiple projects and lead and direct teams across multiple deadlines
OR
Bachelor's degree **and** two years professional experience in managing projects in areas of sustainable materials management, solid waste, recycling, and/or a similar field, sufficient to track and manage multiple projects and lead and direct teams across multiple deadlines
AND
Advanced writing skills sufficient to communicate (often technically complex) rules and information in a clear and concise manner.
Accomplished in using Microsoft Office suite, particularly Word, and PowerPoint, and the ability to format long documents.
Possess a valid Driver's license (see additional requirements).

Preferred Qualifications
Demonstrated understanding of waste prevention, reuse, recycling and organics management.
Demonstrated understanding of business finances and operations.
Experience with or understanding of the technical aspects of recycling and manufacturing.
Experience with environmental program development and leading multiple high-level projects at once.
Understanding of the concepts of environmental justice and equity, and experience in applying these concepts to program development and implementation.
Education or experience in data analysis sufficient to work with technical staff during the planning processes.
Ability to communicate and collaborate effectively within a team and with entities and stakeholders external to the team.
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Additional Requirements
A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.
Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
