This position serves our partners at Minnesota’s largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.
As the IT Performance Analyst with Minnesota IT Services supporting our partners at the Department of Human Services (MNIT DHS), you will play a key role in ensuring that IT resources, processes, and services deliver on their performance expectations. In this role, you will design and track performance metrics, analyze trends, and provide clear, actionable reporting to leaders across the organization. You will help connect the dots between day-to-day IT operations and the broader goals of portfolio management, enterprise architecture, and resource planning.
You will build credibility with IT staff through your ability to understand technical performance measures (uptime, incidents, capacity, change success rates) and translate them into insights that business and executive stakeholders can use. You will also support governance and compliance practices by aligning performance management with frameworks like COBIT and ITIL, and foster continuous improvement across IT services.
This position is an individual contributor role that requires strong performance management expertise combined with enough IT fluency to collaborate effectively with technical subject matter experts while producing business-relevant reporting.
**This position requires an employee to be onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.** Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis. Position requires a minimum of four (4) years of professional experience in performance management, including metrics design, reporting, and continuous improvement practices.
Experience must include:
+ Interpreting and applying technical performance metrics (e.g., uptime, capacity, incidents, change success rate) and connecting them to organizational performance and resource decisions.
+ Baseline IT fluency sufficient to understand and discuss service management, portfolio metrics, cybersecurity risk, and infrastructure basics without translation.
+ Aligning performance management practices with governance frameworks and organizational objectives.
+ Strong customer service and collaboration skills, including the ability to actively listen, demonstrate empathy, and apply problem-solving to address stakeholder needs.
+ Ability to communicate clearly and effectively with both technical IT staff and business partners.
Preferred Qualifications
+ Experience applying IT governance frameworks such as COBIT, ITIL, or ITSM.
+ Knowledge of portfolio management, enterprise architecture, or resource planning as they relate to IT performance.
+ Experience designing and implementing performance dashboards or reporting systems for executive decision-making.
+ Familiarity with IT tools and platforms (e.g., Planview, Jira, Azure DevOps) used for performance tracking and reporting.
+ Demonstrated ability to build credibility with IT subject matter experts and to translate technical performance data into business-relevant reporting.
+ Experience fostering a culture of continuous improvement and accountability across cross-functional teams or enterprise programs.
