Job Status: This position is full-time, 40 hours. HRDC also has a "Wellness Hours Policy" which encourages full-time staff to use up to 4 paid hours weekly to work on their wellness.
Wage:$21.00/hour - Housing is included
Position Schedule:This position requires a regular presence in both houses during scheduled work hours (Sun–Mon 12–9pm, Tue–Thu 5–10pm, or as needed)
General Summary of Purpose of this Position:
The On-Site Blueprint Transitional Housing Specialist supports emerging adults (ages 16-24 years old) experiencing homelessness by providing semi-independent living opportunities in HRDC’s Blueprint program. This role oversees youth care in two houses, fosters a safe and supportive environment, and helps residents develop life skills, including kitchen safety, personal responsibility, and independent living. The Specialist manages general house operations, monitors resident needs, facilitates supportive activities, and provides transportation as needed. By maintaining healthy boundaries and a consistent presence, this position promotes belonging, well-being, and successful transitions to stable housing.
Regular and predictable work schedule and attendance are considered essential functions.
Primary Job Duties and Responsibilities
1. Provide On-Site Support for Tenants and Ensure Tenant Safety (45%)
+ Responsible for service delivery that follows program policies and procedures. Maintain confidentiality with tenants and staff at all times.
+ Enforce policies and expectations consistently; set and uphold clear boundaries with youth in coordination with the Blueprint Transitional Housing Coordinator.
+ Maintain a regular presence in both houses during scheduled work hours (Sun–Mon 12–9pm, Tue–Thu 5–10pm, or as needed).
+ Monitor security devices, curfew, and chores; respond to infractions within 24 hours.
+ Assist residents with routine issues and respond appropriately to crises (e.g., mediation, emergencies, contacting on-call staff or external services).
+ Handle lockouts, accidents, and emergencies per procedure.
+ Manage house supplies and communicate facility needs to residents and the Coordinator.
+ Respond to tenancy issues promptly while on-call.
2. Resident Support & Life Skills Development (30%)
+ Foster belonging, well-being, independence, and purpose through presence, activities, education, and mentoring.
+ Hold youth accountable to tasks set with case managers and/or the Transitional Housing Coordinator.
+ Provide transportation to community resources in an agency vehicle, following transportation policy (MVR check required).
+ Collaborate with the Coordinator and teams to identify tenant needs and barriers.
+ Attend weekly house meetings
+ Plan and facilitate weekly activities that promote community, wellness, life skills, and joy.
+ Support youth in developing self-identified skills
+ Coordinate cleaning and room checks.
+ Connect youth with internal and external referral partners; provide advocacy and information as needed.
3. Communication (15%)
+ Monitor Facebook Messenger for client communications.
+ Send weekly house updates (progress, concerns, activities) to Blueprint staff before weekends.
+ Review day-staff notes and record evening/overnight updates daily.
+ Report incidents (assistance calls, resident conflicts, police visits, etc.) to the Blueprint team within 24 hours.
+ Attend and contribute to biweekly case conferencing meetings.
+ Communicate clearly and promptly; ask questions when clarification is needed.
+ Foster positive relationships with tenants, coworkers, and the public using respect, dignity, and crisis de-escalation skills.
+ Represent the organization professionally in all interactions, both written and verbal.
4. House Operations and Facilities (10%)
+ Address minor facility concerns; escalate larger maintenance needs
+ Prepare rooms for move-in and turnover after move-out
+ Oversee weekly recycling, trash, and fridge cleanouts.
+ Update door codes as needed.
Education and Experience:
Education:The following course(s) of study or classwork usually provides the required knowledge skills and abilities to perform the duties of this position:
+ Completion of High School Diploma or equivalent
+ Bachelor’s/Associate’s degree in Social Services, Public Health or related field from a college or university or equivalent is preferred
Experience:The following kinds of experience usually provide the required knowledge skills and abilities to perform the duties of this position:
+ At least one year of experience in case management or a related field required
+ Two years of experience in this field preferred
+ Experience in maintaining records and reports required
+ Basic awareness and understanding of the impact of trauma on human development

+ Utilize internet/ e-mail to access, compose, send, retrieve, save, print, or transmit documents, or data files or electronic communication
+ Operate personal computer with Windows operating system to start programs, input, format, and edit data files and print or transmit data.
+ State or Federal Regulations or Laws (List by Name): Workforce Innovation and Opportunity Act, Chafee Foster Care
+ Agency Policies or Procedures (List by Name): HRDC policies and procedures, knowledge of Blueprint program policies, and procedures
+ Specialized Professional or Industry Guidelines/Standards: Fair Housing Regulations
Drivers Licenses Required:
+ Montana Class D Driver License and state-required insurance
+ must maintain a clean driving record; a Motor Vehicle Record (MVR) will be obtained to verify insurability.
Licenses or Certifications That Would Be Useful but Are Not Required:
+ First Aid and CPR, Trauma-Informed Care, Conflict De-escalation, Suicide Prevention, Motivational Interviewing
Other Required Knowledge, Skills or Abilities:
+ Ability to effectively work and communicate with a wide range of individuals from all socio-economic groups
+ Ability to read, interpret and implement documents such as governmental regulations, rules, and procedure manuals
+ Ability work with minimal supervision and effectively manage workflow
+ Ability to respond effectively to the most sensitive inquiries or complaints from customers or claimants.
+ Demonstrate ability to work well with service agencies and residents
+ Show initiative in keeping the assigned rental complex in a good, clean appearance,
+ Ability to prepare and present clear and accurate records and reports in a timely manner
+ Ability to handle difficult situations in a calm and professional manner

+ Works under the direct supervision of the Blueprint Transitional Housing Coordinator that assigns and checks work and sets the timing and the sequence of work.

+ This position requires regular handling of sensitive and confidential client and agency information. Unauthorized disclosure could harm client interests and the organization, and may also violate state and federal privacy laws. This position may have access to reports, records, and personnel files, and must exercise the highest level of discretion, judgment, and confidentiality at all times.

+ Occasional state travel is required for training
