Office of The Secretary – Louisiana Oil Spill Coordinator’s Office
The Office of the Secretary serves as the department's executive management office. The Secretary is the chief officer of the Department of Energy and Natural Resources (DENR), in charge of its policy, administration, and operations.
The Louisiana Oil Spill Coordinator’s Office (LOSCO) was created by state legislature in 1991. This division serves as the single point of contact for programs related to oil spills in Louisiana. LOSCO’s mission is to minimize unauthorized discharges of oil, provide for an effective spill response, compensate the public for damages to the state’s natural resources and services, and assist the public through education, service, and public outreach.
Minimum Qualifications
A bachelor's degree in one of the following fields: biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field.

Job Duties and Other Information
This Coastal Resources Scientist 1, 2 or 3 position is located within the Louisiana Oil Spill Coordinator’s Office Division of the Office of the Secretary and is domiciled in Baton Rouge, LA. The incumbent in this position is responsible for assisting in the development, implementation, and maintenance of the Regional Restoration Planning Program for the State. This position will assist the Oil Spill Coordinator, Deputy Coordinator, Coastal Resource Scientist Manager and the Environmental Scientist Manager in the performance of their duties. Additional duties include, but are not limited to the following:
+ Assists in the coordination of NRDA restoration activities between State and Federal Trustees, responsible parties, parishes, and other stakeholders.
+ Conducts studies and analytical assessments for NRDA projects including reviewing scientific literature, compiling and cataloging data, collecting field samples, analyzing data, and preparing reports and maps to support field investigations for NRDA projects.
+ Prepares comprehensive reports and articles detailing project developments, technology, environmental issues, management activities, and policy matters as needed.
+ Enters and performs quality assurance evaluations of data into LOSCO's database.
+ Develops and implement standards and criteria for NRDA project/program evaluation.
+ Assists in providing a point of contract for government, industry, and the general public for issues related to oil spill planning, response, damage assessment, and restoration.
+ Assists in developing and updating a statewide oil spill prevention and response plan (Plan) and participate in the development of federal Area Contingency Plans.
+ Manages (CRS 3) or assists in the management of (CRS 1 or 2) projects, contracts, interagency agreements, cooperative agreements, memorandums of agreement (MOA), and memorandums of understanding (MOU) as directed.
+ Conducts response activities according to the designated function(s) and associated duties specified in the LOSCO Response Procedures.
+ Analyzes technical innovations of importance to the state with emphasis on restoration, oil spills, and protection of natural resources.
+ Participates in shoreline cleanup assessment teams.
+ Other duties as assigned.
