    About the Indiana Department of Environmental Management:

    Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

    Role Overview:

    The IT Architecture & Development Manager manages a team responsible for IDEM's information technology landscape, including the design of the existing and future application architecture, and the direction of application development efforts.

     

    + Excellent communication (written, verbal, presentation) for audiences ranging from executives to technical staff; proven stakeholder management and consensus-building.

    + Demonstrated experience defining and delivering application and integration architectures, including documentation and review practices.

    + Strong analytical and decision-making skills, with a track record of delivering outcomes in complex, multi-stakeholder environments.

     

    Work is broad in scope and is commonly new and unprecedented in nature. The position often requires research, risk analysis, budget impact analysis, policy analysis, consideration of alternative solutions, documentation, presentation, ingenuity, and creativity. Leadership and management duties require a high degree of communication skills, self-awareness, vision, and follow-through.

    Salary Statement:

    The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.

     

    A Day in the Life:

    The essential functions of this role are as follows:

    + Define software and IT infrastructure requirements for the application software, directs staff.

    + Enhances operations by establishing metrics, analyzing processes, and implementing standard methodologies, tools, and best practices to ensure high-quality deliverables.

    + Direct the development and implementation of information technology budgets, and/or related cost recovery methods.

    + Direct the creation of feasibility studies and time and cost estimates.

    + Plan and direct the acquisition and use of information technology products, services, and resources to meet the agency's mission, goals, and objectives.

    + Develop and promulgate information technology policy and procedures.

    + Manage the establishment of new or revised application systems and programs.

    + Assign personnel to projects and direct activities.

    + Establish the major milestones and objectives for assigned projects and staff.

    + Confer with and advises subordinates on administrative policies and procedures, technical problems, priorities, and methods.

    + Consult with personnel and management in other information systems sections to coordinate activities and ascertain technology needs.

    + Prepare activity and progress reports regarding the activities of the applications systems and programming section.

    + Prepares performance reports, leads feedback processes for peer reviews, code reviews, and design reviews.

    This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

    What You'll Need for Success:

    You must meet the following requirement to be considered for employment:

    + Bachelor’s degree and 5+ years of work experience. 1 - 3 years supervisory experience may be required.

    + Broad knowledge of policies, standards, procedures, and techniques used for application development.

    + Broad knowledge of application development software tools and application development software languages.

    + Broad knowledge of both system and business applications and competent to work at the highest technical level and/or specialized area.

    + Broad knowledge of Information Technology.

    + Broad knowledge of current and emerging information technologies.

    + Broad knowledge of system design, including knowledge of logic, management principles and new system design techniques.

    + Ability to supervise and manage diverse human resources.

    + Ability to perform effective project management.

    + Able to perform essential functions with or without reasonable accommodation.

    Supervisory Responsibilities/Direct Reports:

    This role may provide direct supervision for one or more staff members.
