The incumbent works for the Equipment Unit of the DOTD Headquarters Maintenance Division and reports directly to the Admin Program Manager 2. The incumbent serves as the statewide equipment technician assisting in the development of equipment specifications to be used in the procurement and operation of equipment for the Department. DOTD’s equipment fleet consists of over 6,000 pieces of equipment. Incumbent must use knowledge of roadway equipment and its uses maintaining the State of Louisiana highway system.
While in official capacity, DOTD employees must comply with applicable Louisianan and Civil Service laws, rules, and regulations as well as DOTD policies, procedures, manuals and directives.

Minimum Qualifications
Possession of a high school diploma or GED; OR
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance.

Job Duties and Other Information
Job Duties:
+ Performs sub-professional engineering work on the Equipment Unit to ensure DOTD equipment needs are met. Uses independent judgement in planning work and making technical decisions not requiring engineering knowledge of a professional nature.
+ Writes equipment specifications for statewide equipment purchases. Communicates with the districts/sections to determine the users’ needs. May communicate with equipment vendors to determine the current industry standards along with researching the current equipment specifications. Inputs specifications into LaGov and creates shopping carts.
+ Assists with receiving and distributing DOTD equipment and vehicles including inspection, numbering, assigning and tracking.
+ Writes the technical specifications for the Buyback Program which includes communication with vendors and districts to determine the needs of the user. This program includes approximately $20,000,000.00 in equipment. DOTD purchases certain pieces of equipment and the vendor purchases it back after one year of use. The types of equipment in the program is industry driven. Therefore, the incumbent must be familiar with industry needs as well as DOTD’s needs.
+ The incumbent will assist with organizing and holding Buyback pre-bid conferences and inputting specifications into LaGov.
+ Monitors and analyzes equipment history. Assists with the management of DOTD’s fleet to ensure maximum return on funds expended. Assist with the inspection of equipment for evidence of abuse, damage, or mechanical malfunction.
+ Helps develop specifications for special equipment that is not available commercially in order to meet the diverse needs of DOTD. This includes communication and coordination with the Districts/Sections and equipment vendors to insure the needs of the user are met.
Position-Specific Details:
Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); Job Appointment, or by detail to special duty.
Compensation:
+ Engineering Technician 1 - Starting salary is $12.22/hourly with an additional $2.00 optional pay for every hour worked.
+ Engineering Technician 2 - Starting salary is $14.00/hourly with an additional $2.00 optional pay for every hour worked.
+ Engineering Technician 3 - Starting salary is $16.03/hourly with an additional $2.00 optional pay for every hour worked.
+ Engineering Technician 4 - Starting salary is $18.35/hourly with an additional $2.00 optional pay for every hour worked
Career Progression: This position is in a Career Progression Group (CPG) and is being posted at the following levels: Engineering Technician 1, 2, 3 or 4. The maximum annual salary for the Engineering Technician 4 is $78,624.00.
