Description
Lee County is seeking a highly skilled and motivated Manager, Facilities Construction and Management Operations to join our Facilities Construction & Management team. The successful candidate will oversee the full lifecycle of assigned construction and maintenance projects—ranging from scope development to project close-out—ensuring timely, cost-effective, and high-quality results. This role requires excellent project management skills, technical expertise, and the ability to work collaboratively with a wide range of stakeholders.
Duties and Responsibilities
+ Project Management:
Lead facility construction and maintenance projects from conception through completion, including scope development, consultant selection, permitting, design, and construction oversight.
+ Consultant & Contractor Oversight:
Coordinate procurement processes including RFPs, bid reviews, interviews, and vendor selection. Negotiate scopes and fees for professional services and manage consultant and contractor performance.
+ Stakeholder Coordination:
Liaise with County departments, local municipalities, and third-party entities to ensure alignment on project goals and compliance with regulatory requirements.
+ Construction Oversight:
Conduct site visits during all project phases. Lead project inspections and manage emergency repairs, including hurricane-related efforts.
+ Budgeting & Financial Management:
Prepare and manage five-year major maintenance project budgets. Review and approve invoices, pay applications, change orders, and supplemental task authorizations.
+ Operational Planning:
Coordinate work across multiple trades and departments, minimizing disruption to building occupants. Plan and schedule repair and maintenance activities to ensure operational continuity.
+ Systems & Reporting:
Utilize software systems such as Cartegraph, Kronos, Adobe, Synchro, NeoGov, and GIS for workflow management, reporting, and documentation. Prepare detailed reports and PowerPoint presentations as needed.
+ Team Leadership:
Supervise and coordinate professional, technical, and clerical staff across multiple facilities. Develop and implement training programs and Standard Operating Procedures (SOPs).
+ Contract & Compliance Management:
Review vendor contracts to ensure compliance and address any issues with service delivery or performance.
+ Other Duties:
Perform additional responsibilities as assigned by the Department Director.
Education, Experience, Licensing
Minimum Qualifications
+ Any combination of education and experience equivalent to a Bachelor’s degree in Construction Management, Engineering, Architecture, Facilities Management, or a closely related field.
+ Three (3) years of experience in construction or a related field.
+ One (1) year of supervisory experience.
+ Possession of a valid Architecture License or a Professional Engineer (P.E.) license in the State of Florida is required.
+ Possession of a valid driver’s license with an acceptable driving record is required.
+ Must pass a National Crime Information Center (NCIC) background check.
+ Must be able to obtain a Fingerprint-Based Security Clearance from both the Lee County Sheriff’s Office and the State Attorney’s Office.
+ Demonstrated experience in managing facility projects, budgets, and multidisciplinary teams.
+ Strong technical research and problem-solving skills.
+ Excellent customer service and communication skills.
Preferred Qualifications
+ Experience with County or municipal government projects.
+ Familiarity with public procurement and contract compliance.
+ Proficiency in project management and maintenance software tools (e.g., Cartegraph, GIS, Kronos).
+ Emergency response or disaster recovery experience.
Supplemental Information
+ Work hours may vary depending on operational and project needs, including evening, weekend, and on-call hours.
+ Must be available to respond to facility-related emergencies.
+ Occasional travel between County facilities and job sites required.

Retirees of the Investment Plan are eligible for renewed membership in the Investment Plan only. FRS reemployment rules apply for both.
