    Minnesota Management and Budget (MMB) is seeking an Operations Strategist to design and execute work related to the Long-Range Planning Team’s operations, communications, and overall strategy.

     

    This position, reporting to the Director of Planning, will be responsible for organizational and systems planning and execution in areas such as: developing or analyzing team policies and procedures, establishing strategy for and coordinating convenings with internal and external partners, creating structures for work and information flow across team projects and with leadership, fiscal processes, budgetary analysis, organizational structure, communications, and strategy for management of key internal and external relationships including senior government leaders.

    Job duties for this position include:

    + **Develop and manage organizational strategies, policies, and procedures to support a new unit's development and effectiveness.** This includes building and refining team processes, identifying organizational issues and collaborating to resolve them, drafting and maintaining guidance to support team operations, and building and maintaining systems to track key activities and performance.

    + **Support team strategy for managing key relationships with state leadership, agency partners, and external stakeholders.** This includes building strategies for relationship management; advising on strategy for convenings, events, and site visits; and helping to prepare presentations, briefings, and reports to communicate about the team’s work with internal and external audiences.

    + **Oversee administrative, logistical, and fiscal processes to support team operations.** This includes managing contracts and purchase requests, coordinating logistics for events and convenings, tracking and reconciling expenditures and managing budgets, and maintaining organized files and records for the team.

    + **Manage communications to advance the team’s work internally and externally.** This includes assisting in developing and implementing communications strategy and approach, database development, managing communications to share team updates and impact (e.g., website content, digital newsletters, internal memoranda, etc.), and drafting and editing other communications as needed.

     

    This position is currently eligible for up to 50% hybrid telework to applicants who either reside in Minnesota **or** a bordering state and within 50 miles of the work location.

    Minimum Qualifications

    + Four (4) years of experience in organizational operations, strategic planning, communications, public administration, or a closely related area.

    A Bachelor’s degree in public administration, public policy, business administration, organizational development, communications, political science, urban/regional planning, social sciences, or a related field may substitute for one (1) year of experience.

    + Experience developing, implementing, or analyzing organizational policies, procedures, or systems.

    + Experience managing administrative and/or fiscal processes.

    + Ability to navigate ambiguity, including proactively anticipating barriers and adapting to overcome challenges, innovating with a growth mindset.

    + Highly effective communication skills and organizational skills, including the ability to produce clear, compelling, polished, and professional communications (e.g., briefings, reports, memos, newsletters, meeting agendas, project plans, etc.).

    + Demonstrated stakeholder management experience, including the ability to navigate and manage difficult and sensitive conversations with internal and external stakeholders and effectively engage a variety of partners to advance work.

    + Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.

    + Prior professional experience with the State of Minnesota, including knowledge of Minnesota’s legislative landscape and process, executive branch leadership and agencies, and state policies and procedures including those at Minnesota Management and Budget.

    + Lived experience relevant for the work of long-range planning to improve the lives of Minnesotans. For example, personal, family, or community experiences related to key topic areas such as economic mobility or prosperity, rural prosperity, environmental resiliency, etc.

    + Experience planning, coordinating, or facilitating convenings, events, or site visits, including ones involving high-level elected and appointed officials and community partners.

    + Experience with managing websites and designing communications materials including newsletters and presentations.

    + Experience supporting the launch or development of a new team, unit, or organizational initiative.

    + Experience with tools and systems to support organizational operations (e.g., project and workflow management software, budgeting and reporting tools, data tracking tools, digital communication platforms, content management systems, etc.).

    + Demonstrated leadership competencies, including:

    + Leading Others: Building trusting relationships, coaching employees, fostering motivation, and influencing others.
