    We are excited to offer an opportunity for a Senior Manager, Global Trade Customs, reporting to the Associate Director of Global Trade Customs within Raytheon’s Global Trade Program Office. This role will lead the company’s customs compliance program, requiring both- prior customs program governance experience and strong technical expertise in the key of our customs program’s sub-pillars: Duty Mitigation Programs, US and Foreign Harmonized Tarif Schedule Commodity Classification (HTS Classification), Preferential and non-preferential Country of Origin determination, Customs Valuation, Customs Broker Management.

     

    This role involves translating complex regulatory requirements into clear actionable guidance for key stakeholders in the US and abroad, including Program Management, Supply Chain, Global Trade Licensing, Contracts, Logistics, and Finance.

    What You Will Do

    + Direct global customs operations and governance, ensuring compliance across the U.S., Canada, EU, UK, Middle East, and APAC.

    + Translate complex customs requirements into clear actionable guidance for key stakeholders.

    + Provide leadership and Subject Matter Expertise in Duty Mitigation Programs, Tariff Classification, Customs Valuation, Customs Broker Management, and Country of Origin.

    + Integrate Customs Policy Requirements into Supply Chain, Program Management, Finance, Contracts, and Logistics business operations.

    + Represent the company with senior leaders, regulators, and in global customs committees.

    + Develop and deliver global customs metrics that assess program’s health and implement procedures, controls and training that mitigate identified risks.

    Qualifications You Must Have

    + Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years' experience

    + Customs experience in the manufacturing industry

    + Experience in CFR19 U.S. Customs Regulations and 15 CFR Part 30 Foreign Trade Regulations, with experience in any of these areas; HS Classification, Free Trade Agreement qualification, Customs Valuation, Country of Origin Determination, and / or Incoterms® 2020

    + Experience leading customs audits and enhancing internal controls, metrics, and / or reporting systems to improve compliance efforts

    + Conducted RFP processes to interview, evaluate, and select customs brokers, implemented broker contracts, and established performance metrics and reporting for broker evaluations

    + Have led trade compliance teams and / or cross-functional projects

    Qualifications We Prefer

    + Demonstrated prior hands-on experience managing customs programs and implementing procedures to mitigate risks and enhance operational efficiency internationally across regions, including Canada, EU, United Kingdom, Middle East, and Asia-Pacific (APAC)

    + Proficient in using the ACE portal, including leveraging customized reporting functionalities

    + Practical expertise in Military Duty-Free (MDF 9808) programs, USMCA Free Trade Agreement, Substitution and Manufacturing drawback programs, Temporary Importation under Bond (TIB), 9801/9802 U.S. goods returned/repaired abroad provisions, and C-TPAT compliance

    + Established and managed the U.S. Customs Value Reconciliation Program

    + Experience implementing customs-related technology solutions, including SAP S/4HANA and SAP GTS (Global Trade Systems)

    + Strong executive communication and presentation skills, with a demonstrated ability to support systems integration projects

    Remote: This position currently is designated as remote. Employees who are working in remote roles will work primarily offsite (from home) but may be expected to travel to the site location as needed. The successful candidate for this role will be required to reside and work from one of the 50 U.S. states (excluding U.S. territories).

     

    The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels.

     

    RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

     

    This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
