    Overview

    The Pearl Harbor Dry Dock Replacement program is a multi-billion-dollar federal project and one of the most complex infrastructure efforts in Hawaiʻi and the Pacific. We are seeking a Senior Project Engineer (MEP) to lead the mechanical, electrical, plumbing, and fire protection scopes.

     

    This role requires strong technical expertise, exceptional coordination skills, and a proven ability to manage multiple trades and vendors under strict NAVFAC and DoD standards. As a senior engineer, you will also mentor junior staff while driving the successful delivery of all MEP packages.

    Key Responsibilities

    Engineering & Documentation

    + Lead all MEP submittals, RFIs, and shop drawing reviews, ensuring compliance with NAVFAC requirements.

    + Maintain accurate as-built drawings, testing logs, and commissioning documentation.

    + Anticipate and resolve design conflicts or constructability challenges before they impact the field.

    Field Oversight

    + Oversee installation, testing, inspections, and commissioning of HVAC, electrical, plumbing, fire protection, and specialty systems.

    + Coordinate with superintendents, subcontractors, and QC staff to ensure proper sequencing of MEP systems with civil, structural, and marine scopes.

    + Ensure adherence to EM 385-1-1 safety standards and site-specific procedures during all MEP activities.

    Project Controls

    + Manage procurement of major MEP equipment, including long-lead items, and track vendor delivery schedules.

    + Track budgets, forecasts, and cost reports for assigned scopes, reporting variances to senior leadership.

    + Monitor progress against critical path schedules using Primavera P6 or MS Project.

    Stakeholder Coordination

    + Interface directly with Navy inspectors, commissioning agents, consultants, and design teams to ensure compliance and timely resolution of issues.

    + Represent MEP scopes in coordination meetings and support overall project sequencing.

    Leadership & Mentorship

    + Mentor and supervise junior engineers and field staff assigned to MEP scopes.

    + Provide training and technical guidance to support staff development and career growth.

    Expectations

    + Serve as the primary technical lead for all MEP scopes across the dry dock project.

    + Deliver precise compliance documentation meeting NAVFAC and DoD standards.

    + Proactively identify and resolve clashes between MEP systems and civil/marine works.

    + Balance field presence and office documentation to maintain visibility across all trades.

    + Uphold the highest standards of safety, quality, and professionalism on-site.

    Qualifications

    + Bachelor’s degree in Mechanical, Electrical, Civil, or Construction Engineering.

    + 7+ years of MEP construction experience, preferably on large-scale federal, industrial, or marine infrastructure projects.

    + Strong knowledge of HVAC, electrical, plumbing, and fire protection systems from design through commissioning.

    + Familiarity with EM 385-1-1 safety standards and NAVFAC/DoD compliance requirements.

    + Proficiency with Microsoft Office, Bluebeam, and scheduling software (Primavera P6 or MS Project).

    + Strong organizational, leadership, and communication skills.

    + Eligibility for base access to secure federal facilities required.
