    Position Description

    Tacoma Power is looking for our next Technology Portfolio Manager to join the Utility Technology Services (UTS) Project Management Office team! The role is classified as Business Services Analyst. Our team provides project and portfolio support to approved capital technology projects, as well as support to team-based maturity and project administrative activities.

     

    The Portfolio Manager responsibilities include UTS-wide initiative/portfolio management and coordination, and management and executive governance engagement. This role is a key contributor within the Capital portfolio/projects, UTS wide portfolios/initiatives, including the intake, development, planning and ongoing updates of initiatives and presentation to management/executive governance boards and steering committees. As a key contributor and reviewer in the development of (capital) project budget development, you will are a member of Tacoma Power’s Capital Steering Committee, assisting and participating in the development of the technology capital budget.

     

    In addition, this position directly manages UTS-wide staff augmentation contracts, vendors, and contracted resources; to include direct supervision, management, work assignment and coaching to assigned contracted employees.

    Essential Duties:

    + Lead and drive the management of the UTS technology capital portfolio. This includes responsibility of projects and portfolio during the intake and ingestion stages of the project lifecycle, providing handoff to project management as projects are approved, ensuring and coordinating baseline monthly updates of initiatives, and the monthly Capital portfolio report-out (of aggregating and analyzing project information and portfolio metrics).

    + Responsible to ensure ongoing monthly updates of UTS-wide initiatives and non-capital portfolios (e.g., Business Unit Goals, O&M Initiatives, A&R Initiatives, etc.) are coordinated, completed/developed, aggregated, analyzed and presented to UTS management.

    + Responsible for contractor supervision, mentoring and coaching. This includes facilitating and developing resource task authorizations, recruitment, onboarding/offboarding, providing work direction and engaging with vendor account management as needed. This role will additionally report and track budget spend related to each staff augmentation contract.

    + Participate in the procurement and contracting related processes to ensure staff augmentation contracts have appropriate funding, amended as need and engage in the development, selection and award if and when new contracts are required.

    + Engages and participates on PMO maturity-related initiatives, to improve processes, tools and service-related outcomes as assigned.

    + Participates in the budget development during capital planning budget cycle. Coordinates with the UTS Technology Business Services team to facilitate project budget related change requests, budget tracking and project/portfolio follow ups as needed.

    Minimum Education*

    Bachelor's degree public or business administration or directly related field

    Minimum Experience*

    2 years of analytical and/or program coordination/management work in area related to assignment

    While no prior experience in these specific applications is required, the following are the primary software tools utilized in this position (other than Microsoft Suite): SAP, Smartsheet, SharePoint

    + remaining in a stationary position for 90% of the time with occasional movement to access office files, machinery and similar productivity tools (standing, sitting, walking).

    + occasionally exerting up to 10 pounds of force to move, transport or position objects (sedentary work.

    + movement around the work place to pick up objects (stooping, walking, reaching).

    + traversing, ascending or descending stairs, sloped terrain, or similar environments (climbing, balancing, walking).
