    This position is located in Tallahassee, Florida.

     

    The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

     

    FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office (SWO); the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. It is against this backdrop that FDEM strives to demonstrate its mission of, “Coordinate, collaborate and communicate with our community stakeholders for a resilient Florida” along with our vision of, “Leading the Profession in building prepared and resilient communities”.

    Position Overview and Responsibilities:

    This position serves as the Infrastructure Grants Unit Supervisor, within the Bureau of Response, Infrastructure Section. The individual will lead the implementation, compliance, and monitoring of grant agreements for federal and state infrastructure programs on a client and/or project level.

    The duties and responsibilities for the position include, but are not limited to, the following:

    + Provide program oversight and management of the Infrastructure Grant Unit, to include all Infrastructure grants, contracts, and appropriations. Develop grant agreements and/or modifications to grant agreements, and verify invoices and deliverables approved by Grant Managers.

    + Provide guidance and technical assistance to clients on policies, program benefits, and issues related to critical facility and shelter survey programs through training and dialogue.

    + Maintains records and databases of state and local critical facilities and shelters.

    + Assist in the development of scope of work for project formulation.

    + Prepare strategies, proposals, and policies for grant funding and hurricane evacuation shelter operation.

    + Continue the implementation and utilization of FDEM’s grant management system (i.e., DEMES, a Salesforce product) to perform all aspects of grant program management.

    + Ensure all section tasks are performed as required by statutes, contracts deliverables, grant management standards, and federal regulations/guidelines.

    + Monitor and control grant funded projects to track recipient/sub-recipient’s agreements, budgetary projections, expenditures, reimbursement requests, record maintenance, and compliance obligations.

    + Close projects upon finalization of grant life cycles in accordance with policies and procedures.

    + Serve as a member of the State Emergency Response Team, supporting the FDEM’s disaster response and recovery efforts as requested.

    + Perform other duties as assigned by bureau leadership.

    + Perform duties assigned during activations of the emergency operation center, work non-traditional hours and travel for extended periods.

    + Employee must be able to deploy to anywhere in Florida or the United States for up to two weeks at a time.

    + Travel requirements in support of emergency operations may be extensive in nature.

    Knowledge, Skills, and Abilities:

    + Knowledge, skill and ability to operate desktop computer (i.e. Microsoft Office Programs) programs at a higher level, maintain databases, and status reports as required.

    + Knowledge of the State and Federal regulations/codes/acts as it relates to grant funding.

    + Knowledge and the ability to learn building design, construction principles and practices.

    + Skill and ability to apply federal and state program requirements in accordance with established rules, regulations, and legislation.

    + Skillset to communicate orally and in writing as well as prioritize multiple tasks and maintain an organized workspace.

    + Ability to work both independently and as a member of a team.

    + Ability to process and track requests for refunds.

    + Ability to learn and utilize a digital grant management system.

    + Ability to provide technical assistance to industry representatives, the general public, and all levels of government.

    + Ability to process and track financial activity requests.

    + Ability to travel as necessary and work in the State Emergency Operations Center as required.

    Minimum Requirements :

    + A minimum of one year of experience in a supervisory/manager role.

    + A minimum of six years’ experience in contract management or a related field. A post-secondary degree may be used as an alternative for years of experience on a year-for-year basis.

    + Valid Florida Certified Contract Manager (FCCM) certification at the time of employment.

    + Perform duties assigned during activations of the Emergency Operations Center, work non-traditional hours and travel for extended periods.

    + Employee must be able to deploy to anywhere in Florida or the United States for up to two weeks at a time.

    + Travel requirements in support of emergency operations may be extensive in nature.
