    Actalent is currently seeking a qualified Energy Efficiency Program Support Specialist for a position in Portland, OR.

     

    This Program Support Specialist position will provide support to the Energy Efficiency Programs (PEP) organization in the Power Services (P) business line of Bonneville Power Administration (BPA). This position will support the program managers, sector leads, and other staff in the day to day operation of agricultural, commercial, industrial, federal, and residential energy efficiency program implementation. This position is necessary in order to support both current program offerings and new initiatives which address opportunities identified in the Northwest Power and Conservation Council’s Power Plans. These program areas will require an increasing amount of utility customer support and internal development work. The program support specialist position will work side-by-side with BPA program managers, electric utility customers, and third-party contractors to provide program support for the development and implementation of new methods of leveraging technology, reducing energy consumption and implementing conservation practices to slow the need for new electric generation, reducing demand on the transmission grid and benefiting the environment.

    Responsibilities Include:

    + Assist utility customers and participants by phone and email with implementation of BPA management approved efficiency program requirements, including:

    + Track, document, archive, and respond to emails and phone calls from utilities and BPA or third party programs which are directed to the assigned program(s) or subject matter area;

    + Respond to questions including: timing of implementation, location of program materials and forms, feedback on materials and forms, training opportunities, and collaboration opportunities; or, direct inquiry to the appropriate staff for response;

    + Recommend process improvements to support program improvement, and enhance customer service, response time, and quality.

    + As assigned, serve as Field Inspector to the Supply Chain COR (Contracting Officer’s Representative). Note: The Field Inspector will observe and report conditions and performance to the COR/other federal personnel, but will not be responsible for accepting work. Responsibilities are limited to testing, observing, reporting, and providing input and information to the COR/other federal personnel.

    + Field Inspector duties include:

    + Draft communications between BPA COR and contracted vendors;

    + Review monthly reporting submittals, invoices, and other contract deliverables to provide recommendations on adherence to contract, quality checking of pricing schedules, and other various contract terms and conditions;

    + Update qualified product lists for energy efficiency measures, consulting with implementation partners on the inclusion of products on qualified product lists.

    + Identify opportunities for BPA efficiency program enhancements and document opportunities/corrections in department tracking spreadsheets.

    + Attend and participate in sector, department, and all-hands meetings; provide updates or deliver short presentations to share work progress and deliverables; set up virtual meetings and take notes as requested.

    + Track project and program deliverables/milestones; provide weekly status updates to designated staff; identify any delays or risks and recommend course correction and mitigation options as needed.

    + Support the BPA Implementation Manual revision and production process including drafting measure descriptions, basis of savings, payment levels, and documentation requirements.

    + Assist with maintaining measure attribute lists for each measure by analyzing Regional Technical Forum (RTF) measure outcomes and determining which portions of their specification attributes need to be added or modified for inclusion in our program actions.

    + Monitor efficiency measure development, regional offerings and energy savings for assigned technologies and provide findings to manager or other assigned BPA staff to support program development and operation.

    + Coordinate a wide range of implementation activities, (e.g., marketing materials, program/contract requirements, training, and activity reports) between BPA program managers, utility customers and third-party implementation contractors.

    + Mark documents and maintain filing system(s), files, emails and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a need to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

    + Marketing and Communications Support:

    + Support BPA energy efficiency programs by maintaining and updating program materials and verifying the most current versions are readily accessible to utility customers and stakeholders, including sector content and materials posted to the BPA website.

    + Monitor BPA web presence for assigned programs and provide updated content to marketing personnel.

    + Assist the sector lead and other designated staff with the creation of technical and program training materials and presentations.

    + Contribute to program fact sheets, marketing materials, and other program support collaterals.

    + Copy edit content, complete primary reviews of content and materials, and provide recommendations for improvements to program materials based on internal and external customer feedback.

    + Provide event coordination and other assistance for in-person, telephone and web-based events including third-party program calls, utility program user group calls, web-based Brown Bag sessions, trade ally network trainings, and utility roundtables.

    + Systems and Analytics Support:

    + Utilize a wide variety of BPA-maintained department data, processing systems and software applications including: energy efficiency (EE) reporting systems, Performance Tested Comfort Systems (PTCS) Registry, lighting calculators, Bonneville Energy Efficiency Tracking System (BEETS), Customer Data Management (CDM), Customer Relationship Management (CRM), SharePoint, WebEx, etc. to perform data mining, tracking, analysis, reporting, and presentation support.

    + Assist in the development and implementation of BPA management approved project plans for internal reporting tools and software tools. Tasks include assisting in documentation development, developing and reviewing work flows, recommending project milestones and timelines, tracking progress of deliverable development, and conducting quality assurance/control testing of tools.

    + Create ad hoc reports on a variety of sector projects and initiatives including program expenses and budgets and kilowatt-hour savings.

    + Conduct spreadsheet analysis, develop infographics, and develop and deliver presentations about the data.

    + Support sector research and report preparation to include infographics, memos and/or summaries on various energy efficiency related subjects including: program/project level potential for savings and costs, market status and trends, technical approaches, program design concepts and related barriers, data analysis, lighting and HVAC design, and emerging technologies. Provide recommendations based on research findings.

    Qualifications

    + A Bachelor’s degree in Business Administration, Business Management, Accounting, Computer Science or related field is preferred.

    + 5 years of experience is required with an applicable Bachelor’s degree.

    + 7 years of experience is required with an applicable Associate’s degree.

    + 9 years of experience is required without a degree or applicable degree.

    + Experience should be consistent with the specific requirements of program support and coordination and progressively more technical in nature.

    + Experience in energy-efficiency or related environmental field.

    + Knowledge of and experience related to energy efficiency program implementation.

    + Strong data analysis, sufficient to analyze data and create reports or technical documents.

    + Exceptional communication skills (verbal and written), including proofreading, grammar, and voice.

    + Proficiency with Microsoft Office Suite of products Word, Excel, PowerPoint and Outlook is required.

    Preferred:

    + Knowledge of lighting and HVAC industries, products and utility programs.

    + Knowledge of data tracking tools such as databases.

    + Project management experience.

    Pay and Benefits

    The pay range for this position is $34.00 - $36.00/hr.
