Responsibilities
This position is responsible for the development, implementation and monitoring of all Bulletins and Directives for Buses. The incumbent will participate in the development, implementation and integration of department specific policies pertaining to transportation operations. Prepare and maintain rules, regulations and guidebooks for the department. Report to the ACTO, Transportation Policy & Implementation to prepare procedural/ informative transportation bulletins. Report to the Transportation Planning, Development & Customer Advocacy Officer and be responsible for validating and providing real time responses to safety related customer service complaints. Be responsible for developing and updating Buses Winter Operations & Hurricane Plans. Monitor compliance with Bulletins & Directives including 8 hour rule and excessive spread policies. Serve as uniform program liaison. Be responsible for managing & coordinating special events for the department.
Additional Responsibilities
+ Participates In the development, implementation, and integration of department-specific rules, procedures and policies relating to Environmental/Industrial Safety and/or transportation operations consistent with internal/external regulatory agencies w/oversight responsibilities. This includes diesel fuel spill procedures, evacuation plans, etc. Develops/publishes/maintains safety/transportation rules, regulations, and guidebook
+ Acts as liaison for DOB with the Office of System Safety and/or external regulatory agencies such as OSHA, NYSDEC, NYCDEP, NYCDOT, NYSDOT, and NYS Department of Labor. Ensures DOB is in compliance with all applicable regulations. Provides information for audits and/or reports. Administers the red light camera program for DOB. Attends pick meetings
+ Serves as a member of Industrial Safety and Location Safety Officers committees. Investigates injuries on duty and establishes programs to reduce accidents. Issues and distributes bulletins, directives and advisories on various accidents and hazardous conditions. Prepares monthly safety awareness posters and Safety Times literature, etc. Researches and prepares procedural and informative bulletins for transportation personnel.
+ Monitors DOB's compliance with the Office of System Safety's Safety/Goal Action Plan. Makes sure safety goals are communicated throughout the department. Monitors safety/transportation activities at all locations to ensure that all requirements are met (i.e. audits and review of hours of service reporting (8-hour rule/excessive spread)). Ensures that all employees receive the appropriate safety-related training they are required to have.
+ Serves as the liaison between Buses and the Materiel Division for DOB's uniform program. Resolves various uniform issues such as late exchanges, uniform replacements, lost shipments, complaints, etc. on a case-by-case basis.
Education and Experience
+ A Baccalaureate degree from an accredited college or university in Transportation Management, Engineering or a related field and eight (8) years of full-time related experience, at least three (3) years of which must have been in a managerial/supervisory capacity
+ A satisfactory equivalent of combined education & experience requirements.
Desired Skills
+ Knowledge of NYCT rules and regulations.
+ Knowledge of DOB policies and procedures.
+ Knowledge of OSHA standards, FDNY codes, and accident investigation principles.
+ Knowledge of the techniques, policies and methods of identification and resolution of hazardous conditions.
+ Knowledge of applicable labor agreements, NYCT Policy/Instructions, the NYCT Fare Tariff, and various federal, state and local laws, etc.
+ Excellent verbal and written communication skills
