Job Description
The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as a Management Analyst 2for the new database within our Professional Licensing Division at our central office near Valley Junction in Des Moines, Iowa.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.
The Database Analyst position reports to the Division Administrator of Professional Licensing and will serve to provide technical assistance to teams on database functionality, train and instruct teams on database testing and implementation, as well as, evaluate workflows to create efficiencies and standardization. This position will be located at 6200 Park Avenue in Des Moines.

What You’ll Do
You will be an integral member of our Professional Licensing Division, providing direct support to the agency’s operations by:
+ Serving as a business systems analyst for implementation of the database project for DIAL.
+ Managing Testing and Training for teams.
+ Completing user acceptance testing for all programs and functions included in the database project.
+ Soliciting feedback, trouble-shooting problems, and serving as an intermediary between licensing and project managers.
+ Working collaboratively with project managers to ensure deadlines are met and issues are documented.
+ Providing assistance and input on continuous process improvement and mapping for all functions that will be included in the database including licensing, investigations, inspections, health programs and case management.
+ Serving as a database super user in all functional work areas contained in the database project.
+ Reviewing and providing input on all forms and letters included in the database for the purpose of standardization.
+ Creating and maintaining testing and training documentation.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and two years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
2) All of the following (a and b):
a. Two years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
3) All of the following (a and b):
a. A total of four years of education and/or full-time experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
b. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as a Management Analyst 1.

Additional Qualification Requirements
Within a period of time after hire, as determined by the appointing authority, persons in this class may be required to obtain one or more of the following certificates, licenses, or endorsements:
+ A government vehicle operator's license.
