Job Description
This position is the Director of the Construction and Materials Bureau and is an at-will position reporting directly to the System Operations Division Director.
The Iowa Department of Transportation is seeking a strategic and results-driven Transportation Bureau Chief to serve as theDirector of the Construction and Materials Bureaufor the Systems Operations Division as a part of the division’s leadership team! This at-will position serves as a key manager within the Systems Operations Division, with a staff of approximately 58 full-time employees and 8-10 interns/co-ops. This position is responsible for annual programs/budgets totaling over 900 million dollars.

Finally, we seek candidates who are customer-focused, advocates of technology and automation, and capable of making data-driven decisions.
Additional duties will include, but are not limited to:
+ Being responsible for all programs, processes, funding, and decisions made within the Construction and Materials Bureau and the Materials Testing Laboratory
+ Provide leadership, vision, direction, and establish policy for all construction and material-related issues within the department.
+ Oversight and Management of the Statewide Construction Program: Develop, prioritize, and implement strategies, policies, procedures, and standards necessary to achieve quality and safety, as well as provide coordination and consultation to ensure uniformity of construction program administration.
+ Participate in Constructability Reviews, Post Construction Reviews, and Process Improvement Teams to identify and implement improved procedures for the administration and inspection of highway construction projects.
+ Advise and direct the Materials Testing section to assure proper and safe operations of the laboratory and uniform testing and inspection procedures.
+ Represent the Iowa Department of Transportation on multiple committees, including but not limited to the Specification Committee, Concrete Quality Improvement (CQI) Committee, Strategic Asphalt Committee (SAC), AGC Business Practices Committee, and the AASHTO Committee on Construction and Materials.
+ Interact with a diverse, multidisciplinary team including contractors, suppliers, FHWA, and local agencies to identify solutions to problems that address the needs of all affected parties.
Location : Ames, Story County
Shift Requirements : 40 hours/week, day shift, occasional overnight travel required
Special Requirements:
+ Must possess and maintain a professional engineer license by meeting continuing education requirements and all other professional obligations required by the State of Iowa.
+ Must possess and maintain a valid driver’s license.??

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to six and one-half years of full-time management-level work in finance, human resources, engineering, law, data processing, or program research or evaluation.
2) Ten and one-half years of full-time management-level work experience in finance, human resources, engineering, law, data processing, or program research or evaluation.
3) All of the following (a and b): a. Six and one-half years of full-time management-level work experience in finance, human resources, engineering, law, data processing, or program research or evaluation; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c): a. Four and one-half years of full-time management-level work experience in finance, human resources, engineering, law, regulation, data processing, or program research or evaluation; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 5) Current, continuous experience in the state executive branch that includes two years of full-time work as a Public Service Manager 1.
