    WORK OBJECTIVE: The Vice President of Surface Transportation and Aviation is responsible for the strategic leadership, planning, and execution of all surface and aviation business groups. Oversees the direction of planning, and organizational functions which include public transportation and aviation administration operations. Work is reviewed with considerable independent judgment under the Executive Director.

     

    ESSENTIAL FUNCTIONS: The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position. • Provides leadership to the operations, administration, planning development, and business development functions of the Surface Transportation and Aviation business staff. • Provides coordination and leadership for the relations with all private and government organizations, agencies and individuals that are involved with or affected by NFTA’s Surface Transportation and Aviation Operations. • Directs overall Surface Transportation and Aviation Business Center operations to ensure optimal mobility for the public via traditional and non-traditional services. • Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the Authority's mission and priorities. • Prepares and administers the budget for the Transportation Business Group and Aviation Business Group, including financial planning and administration; secures revenue sources and acts to ensure the Authority’s eligibility for, and receipt of, local, state and federal funding support. • Manages and directs the development, implementation and evaluation of plans, policies, and procedures relating to public transit and aviation to achieve annual goals, objectives and work standards; ensures that policies are administered equitably. • Plans, organizes, directs, and evaluates the performance of managers and their assigned staff as well as mentors for improvement and development. • Monitors relevant industry developments, evaluates their impact on operations, and implements policy and procedure improvements. • Provides leadership and work with managers to develop and retain highly competent staff through selection, compensation, training and management practices which support the Authority’s mission and values. • Advises the Board of Commissioners, governmental agencies, regulatory boards and various public groups on proposed projects and improvements. • Participates in transportation and aviation organizations and on internal and external committees, boards, and task forces, as appropriate. • Knowledge of air terminal facilities, maintenance procedures, property management methods, tenant relationships and prevailing local real estate rates.

     

    KNOWLEDGE, SKILLS and ABILITIES: Knowledge of the principles of management, supervision, budgeting techniques, and practices of managing transportation and aviation systems. Ability to develop and implement effective transportation plans that are responsive to the changing needs of the community. Ability to analyze complex issues, evaluate alternative solutions, develop sound conclusions, recommend, and implement a course of action. Ability to identify current and future program needs and facility plans for transportation that will optimize mobility and foster economic growth within the community. Ability to generate support and develop consensus from key stakeholders. Knowledge of the rules and regulations with federal, state, and transportation regulations (FAA, FTA, DOT, TSA). Ability to establish and maintain effective working relationships with people. Strong conceptual, analytical, strategic, tactical, visionary skills combined with excellent communication and persuasion skills.

     

    PHYSICAL REQUIREMENTS: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

     

    ENVIRONMENTAL REQUIREMENTS: Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.

     

    MINIMUM QUALIFICATIONS: A Bachelor’s degree in Business Administration, Transportation, Aviation Management, Engineering, or a related field, advanced degree preferred. Ten (10) years of relevant leadership experience in the transportation sectors. Ability to strategically plan and implement operation, maintenance and business development programs.
