    The Minnesota Board of Medical Practice (BMP) protects the public's health and safety by assuring that the people who practice medicine or as an allied health professional are competent, ethical practitioners with the necessary knowledge and skills appropriate to their title and role. The Board regulates over 40,000 health care providers and annually issues over 3,500 new credentials and investigates over 1,100 complaints. The BMP enforces statutes and rules for the regulation of people who practice medicine or as an allied health professional including acupuncturists, athletic trainers, genetic counselors, naturopathic doctors, physical assistants, respiratory therapists, and traditional midwives. The BMP has oversight and jurisdiction for licensed healthcare providers under Minnesota Statutes Chapters 13, 147, 147(A-F), 148.7801-7815, and 214.

     

    The Legal Analyst provides legal support to the Board serving as liaison to Board staff and the Attorney General's Office and as the designated staff member for responses to data requests pursuant to the Minnesota Government Data Practices Act. The work includes review and analysis of complex technical data and legal issues of licensing and complaint cases in order to draft legal documents. Responsibilities include:

     

    + Analyze records and investigative reports to identify the legal basis to support allegations or factual findings.

    + Determine whether additional information is necessary and collaborate with appropriate parties to obtain additional information.

    + Draft notices of conference and hearing.

    + Prepare legal documents including subpoenas, medical and other records waivers pursuant to statutory authority.

    + Prepare and draft settlement agreements and final orders of the Board.

    + Research and analyze complex and technical legal issues using statutes, laws, and rules.

    + Maintain current knowledge of statutes, rules, and court decisions.

    + Participate in agency operations and activities including collecting, analyzing and preparing information for Board reports and interacting with Board members, Board, and Attorney General's Office staff and consultants.

    + Serve as the Board's delegate to process requests for public and non-public data.

     

    This position may be eligible for a hybrid telework arrangement after orientation and training are completed. With a telework agreement, onsite attendance will be required for team members or as requested by management to meet business needs. Completion of a telework agreement will be required.     Minimum Qualifications

    To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

     

    + Two years of experience performing legal research and analysis that include collecting and organizing evidence, analyzing documents for legal factual application, and producing drafts of legal documents.

    + Written communication skills sufficient to draft clear, concise and complete legal documents with the ability to convey complex information in a plain language.

    + Analytical and research skills.

    + Interpersonal skills sufficient to effectively interact with the public, licensees and their legal counsel, Board members and other constituencies, sometimes under stressful and time sensitive situations.

    + Knowledge of or the ability to understand health professional licensing procedures and requirements.

    + Ability to maintain current knowledge of statutes, rules and court decisions, and government data classifications.

    + Experience working with the Microsoft Office Suite (i.e., Word, Excel, etc.).

    Preferred Qualifications

    + Bachelor's or higher degree with legal emphasis.

    + Experience with and knowledge of the rules, policies, and procedures related to health professional regulations including licensure regulations, complaint documentation, investigative data, medical and legal resource material.

    + Knowledge of medical terminology.

    + Strong organizational skills and the ability to manage multiple competing priorities.

    + Strong problem-solving skills with the ability to effectively prioritize, conceptualize, analyze, manage, and resolve complex and adverse situations.

    Additional Requirements
