    The Fiscal Compliance and Data Analyst is a principal staff specialist for human service programs on financial compliance for home and community-based services (HCBS) programs supporting Minnesotans with disabilities including the Development Disability (DD), Community Access for Disability Inclusion (CADI), Community Alternative Care (CAC), and Brain Injury (BI) programs, also known as cost reporting.

    Responsibilities include:

    + Provide leadership to the work of a high performing group of specialized technical staff that individually focus on policy, data collection, and data analysis

    + Combine highly complex program and administrative duties in the planning, implementation, and assessment of performance for multiple programs and systems

    + Conducts policy and data analysis and project management activities, develops and implements program integrity processes and procedures, and provides information and training to support staff and stakeholders

     

    The individual in this position also performs other duties as assigned.

    Minimum Qualifications

    2 years professional experience conducting policy analysis. Experience must demonstrate the following:

    + Experience designing, implementing, and preparing qualitative and quantitative reporting, including querying, interpreting, and analyzing data using statistical software and databases.

    + Experience using quality assurance methodologies to develop and implement process improvements

    + Experience conducting project management planning and execution using established tools and practices

     

    Bachelor’s degree in Public Policy, Accounting, Human Services or related field may substitute for 1 year of professional experience OR Master’s degree in Public Policy, Accounting, Human Services or related field may substitute for 2 years of experience

    Preferred Qualifications

    + Advanced skills in Microsoft Office Suite (Word, Excel, Access, PowerPoint, Visio, SharePoint, Structured Query Language (SQL), Project Management Software), ability to learn, understand and apply new technologies

    + Knowledge of Minnesota’s home and community-based (HCBS) programs including the disability waivers, Disability Waiver Rate System (DWRS), and/or Cost Reporting

    + Use adult learning principles and techniques sufficient to provide information, guidance, technical assistance, and written instructions to diverse audiences (e.g., contractors, staff, and external stakeholders)

    + Work effectively as a team member and independently, often in ambiguous and changing circumstances, responding to multiple priorities and within tight timeframes

    + Variety of experiences working effectively with others from different backgrounds and/or cultures
