Job Summary
The position of Cyber Security Program Site Owner (Engineering) is a Nuclear I & C Design and Cyber Security Engineer – Staff Engineer OR Engineering Technical Specialist II or III (based on candidate experience and degree). The successful candidate will work on site and provide design support to the station developing digital I&C design change documentation for plant modifications. The candidate will also be responsible for development, documentation, and periodic assessment of Cyber Security controls. Candidates whose experience is mainly either Cyber Security or Engineering Design will be considered. The preferred candidate will have both Cyber Security and Plant Modification experience.
Responsibilities include:
Assisting in protecting Critical Digital Assets (CDAs) from cyber threat through monitoring and auditing of CDAs;
Understanding the cyber security implications surrounding the overall architecture of plant networks, operating systems, hardware platforms, plant specific applications, and the services and protocols upon which those applications rely;
Performing cyber security related duties including generating cyber assessments and component classification in accordance with 10 CFR 73.54 and NEI 08-09 Criteria.
Ensuring cyber security assessments of CDAs are performed and documented prior to being presented to Cyber Security Assessment Team for review and approval.
Assisting in the designing, acquiring, installing, or administering security controls
The preferred candidate will function in the role of Site Cyber Security Program Owner per CM-AA-CYB-10. The duties detailed in CM-AA-CYB-10 include but are not limited to:
Assists Cyber Security Program Fleet Lead with implementation of station Cyber Security Program
Ensures station Cyber Security program is maintained and updated as needed, including compliance with station commitments and applicable industry requirements
Interfaces with station groups that provide support for Cyber Security Controls and equipment
Provides input to development of Cyber Security training and ensures individuals are trained to a level of Cyber Security knowledge commensurate with their assigned responsibilities
Assists with coordination of station resources with Station Cyber Security Coordinator during a Cyber Security incident
Monitors Corrective Action System (CAS) for condition reports related to Cyber Security controls and equipment
Provides program updates to station management
Supports periodic fleet-wide self-assessments
Monitors and evaluates relevant industry activities and operating experience for impact on Cyber Security Program and notifies appropriate departments of potential impacts
Maintains Cyber Security assessment documents
Provides input to Cyber Security Assessment and design changes, ETEs and licensing submittals to address impact on Cyber Security Controls and equipment
Ensures Cyber Security Program compliance including identification of required documentation for, or changes to, the program, due to new or revised site engineering products
Conducts review of Cyber Security Program at least every 24 months
Required Knowledge, Skills, Abilities & Experience
The knowledge, skills, abilities, and experience that are required for entry into this job include the following:
Engineer: 2+ years of relevant Engineering experience plus ABET accredited Engineering degree
Senior Engineer: 5+ years of relevant Engineering experience plus ABET accredited Engineering degree
Staff Engineer: 7+ years of relevant Engineering experience plus ABET accredited Engineering degree
Engineering Technical Specialist II: 3+ years of relevant engineering experience; plus BS technical degree OR additional related experience.
Engineer III/Engineering Technical Specialist III: 5+ years of relevant engineering experience plus BS technical degree OR additional related experience.
-Extensive knowledge of engineering theories, principles, and practices to a broad variety of assignments and related field.
-Extensive skilled in use of advanced techniques and modification and extension of theories, precepts and practices of the field and related sciences and disciplines.
-Full Knowledge of business/financial and contractual matters.
-Recognized expert by other engineers and management in assigned area.
-Provides expert technical advice to other engineers and management in assigned area.
-Skilled in the use of advanced engineering techniques.
-Strong planning and project management skills.
-Strong technical and organizational leadership skills.
-Strong oral and written communication skills (includes technical writing).
-In depth knowledge of various computer applications, with the ability to manipulate personal computer applications and perform engineering calculations using applicable software programs (e.g., Matlab, Excel, etc.).
-Proven decision-making skills.
- Demonstrated ability to think analytically and solve complex problems.
- Demonstrated ability to interpret and apply codes, regulations, and practices.
- Demonstrated ability to process information quickly and effectively manage multiple tasks.
-Equally effective working independently or in team environment
Nuclear employees: Must have at least one year of Nuclear power experience.
REQUIRED ENGINEERING CRITERIA:
For placement of a candidate in the Engineer job series, the following criteria must be met:
Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or
Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or
Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, or
Holds or has previously held a valid U.S. Professional Engineer license.
Education Requirements
Required Degree (equivalency not accepted in lieu of required degree):
Engineer series requires Bachelor’s in Engineering, electrical, I&C or computer preferred
Engineering technical specialist series requires a BS degree in other technical field (Engineering technology, math, physics) or additional equivalent experience.
Licenses, Certifications, or Quals Description
Note: Dominion Energy minimum experience and education requirements may exceed stated ANSI standards and candidates must meet the Dominion Energy minimum requirements.
For **Nuclear** employees, this ANSI standard must be met, all of which is met or exceeded in the Engineer series job summaries with the exception of the Nuclear Power experience requirement of at least 1 year:
ANSI/ANS-3.1-2014, Section 4.6.1 Education requirements: Baccalaureate or associate degree in engineering or related science. Minimum experience for the position: Related experience which shall include 2 years; Nuclear power plant experience to include 1 year.
