    We're hiring a Development Inspector to join our team! Thornton is the 6th largest city in Colorado and we are growing rapidly as a community. We are looking for someone with experience in inspection and/or installation of civil infrastructure improvements for Development and Re-development projects in Thornton.

    The level the successful candidate will be hired at depends on their experience, education, and qualifications. The 2025 pay ranges for each level are:

     

    + Development Inspector I: $33.48 - $44.20 per hour

    + Development Inspector II: $37.06 - $48.92 per hour

    GENERAL SUMMARY

    Under specified supervision, conducts inspections of public and private facilities to ensure conformance with plans, standards and specifications of the City.

     

    Positions in this class are flexibly staffed and are normally filled internally by advancement from level I to level II or, when filled from the outside, require previous directly related experience.

    Development Inspector I

    Under immediate supervision, this is the entry-level class in the Development Inspector series. Incumbents entering this class have limited related work experience. Work is observed and reviewed during performance and upon completion.

    Development Inspector II

    Under direction, this is the journey-level position in the Development Inspector series. Incumbents assigned to this class are expected to perform the full range of more complex inspection work assigned to this class, exercising independent judgment and decision making. May train less experienced inspectors and exercise functional supervision.

    ESSENTIAL FUNCTIONS

    (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. The list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

     

    Performs professional duties in reviewing plans and specifications on assigned projects and ensuring conformance to City standards and specifications for the development of public and private facilities.

     

    Ensures all materials conform to current City standards and specifications; conducts inspections of main line for sewer, water and storm drain systems.

     

    Schedules inspections, testing, walk-throughs, warranty and sequence of work with contractors and other City staff.

     

    Reviews as-built drawings for accuracy; inspects subgrade, asphalt, curb and gutter; inspects all back-fill operations and signage. Performs facility locates.

     

    Issues warranty letters on public and private improvements; issues various field reports on fire hydrants, valves and footage.

     

    Works with field personnel on a daily basis to address construction issues and concerns.

     

    Responds to customer concerns and questions regarding projects.

     

    Reviews, inspects and enforces erosion control measures on construction sites; provides documented recon and full compliance inspections in accordance with State of Colorado MS4 permit for stormwater discharge.

     

    Performs fundamental field project management and design on small commercial projects. Reviews and approves traffic control plans.

     

    Performs field project management and design on small residential and commercial projects. Reviews and approves geotechnical reports for pavement designs.

     

    May be required to work overtime.

     

    Performs other duties as assigned.

    QUALIFICATIONS

    Education/Experience:

    Development Inspector I

    High school diploma or GED; two years' experience in construction inspection or related work. Equivalent combinations of education and experience may be considered.

    Development Inspector II

    High school diploma or GED; five years' experience in construction inspection or related work. Equivalent combinations of education and experience may be considered.

    Licensing/Certification Requirements:

    Development Inspector I

    The ability to obtain the National Pollutant Discharge Elimination System (NPDES) Stormwater Inspector Certification and American Traffic Safety Services Association (ATSSA) as a Traffic Control Technician within two years from date of hire. Must attempt exams on first offering following 90 days of employment.

     

    Valid Colorado driver's license with a safe driving record.

     

    Development Inspector II

    In addition to previous requirements:

    State of Colorado Water Distribution Operator Class 1 Certification, American Public Works Association (APWA) Public Infrastructure Inspector Certification, and Colorado Asphalt Paving Association (CAPA) Asphalt Inspector Certification are required. American Traffic Safety Services Association (ATSSA) as a Traffic Control Supervisor is highly desirable. State of Colorado Water Distribution Operator Class 2 Certification highly desirable.

    Knowledge, Skills, and Abilities:

    Development Inspector I

     

    Knowledge of the policies, procedures and goals of the city of Thornton and the department.

     

    Knowledge of operations and standard operating procedures of the city of Thornton construction inspection program.

     

    Knowledge of the principles and practices of construction inspection and engineering.

     

    Knowledge of applicable federal, state, and local laws, codes, and regulations related to construction inspection.

     

    Knowledge of operational characteristics of standard equipment associated with construction inspection.

     

    Knowledge of methods and techniques for basic report preparation and writing.

     

    Knowledge of methods and techniques for record keeping.

     

    Knowledge of the requirements of the City's National Pollutant Discharge Elimination System (NPDES) program.

     

    Knowledge of surveying, mathematics soil mechanics and geo-technical testing.

     

    Skill in preparing clear and concise administrative and technical reports.

     

    Skill in analyzing and evaluating new and existing service delivery methods and standard operating procedures.

     

    Skill in making adjustments to standard operating procedures as appropriate.

     

    Skill in responding effectively to issues of concern to citizens.

     

    Skill in interpreting engineering plans and specifications.

     

    Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

     

    Ability to listen well and communicate effectively orally and in writing with various audiences.

     

    Ability to interpret, understand, and comply with complex statutes, ordinances, regulations, standards, and laws.

     

    Ability to analyze and evaluate information accurately.

     

    Ability to use standard office equipment, computer equipment and software including word processing, data base management, spreadsheet applications and electronic mail.

     

    Ability to establish and maintain effective working relationships with city employees, builders, contractors and community members.

     

    Development Inspector II

    In addition to previous requirements:

    Knowledge of city of Thornton's water distribution system and pressure zones.

     

    Knowledge of recommended traffic control techniques and alternatives.

     

    Knowledge of current pavement material and construction practices.

     

    Knowledge of the City's sanitary sewer system.

     

    Knowledge of open channel flow with regard to capacity.

     

    Knowledge of all acceptable BMP's to be allowed for use in compliance with federal storm water discharge regulations.

     

    Ability to issue construction permits.

     

    Ability to review, approve and issue traffic control permits.

    Physical and Mental Requirements:

    While performing the essential duties of this job, the employee is required to stoop, kneel, crouch, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear, ad make repetitive motions. This position is mostly: medium work, exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The employee is required to have visual acuity to determine accuracy. The employee is subject to both inside and outside conditions, environmental conditions, extreme cold and/or heat, noise, hazards, and atmospheric conditions.
