What Success Looks Like In This Job
To perform a variety of skilled maintenance and repair duties in support of assigned County Department, Division, or program and to provide support to assigned supervisory staff. Generally, work will be performed in the public right-of-way (ROW), for the purpose of maintaining and repairing County owned or maintained infrastructure.
This is the highest-level class in the Highway Worker series. This class differentiates from the Highway Worker Level III by the performance of the skilled tasks, duties assigned, and by the level of supervision required in the performance of assigned duties. Since this class is used as an expert equipment operator level class, employees must have directly related work experience and progressive responsibility in performing right-of-way (ROW) maintenance.
Examples of Duties for Success
+ Train, coach, and mentor employees as it relates to job competencies, equipment proficiencies and Divisional procedures, policies, and programs.
+ Assist Operations Supervisor in overseeing, developing, and implementing job map-relevant training opportunities for junior staff.
+ Provide high level training and expertise when coaching and mentoring junior-level positions.
+ High level of competency in performing a full range of skilled maintenance duties involved in the maintenance, installation and repair of structures, roads/highways, drainage systems, traffic signs, pavement markings, traffic lights, grounds, trails and/or related systems including light equipment and commercial vehicle operation; and other duties as assigned.
+ High degree of proficiency operating light and heavy construction and maintenance equipment including sweepers, loaders, backhoes, graders, dual-axle tilt trailers, tandem axle dump trucks and specialized equipment, in support of a variety of maintenance and construction operations involving streets, highways, storm water drainage, parks and related systems. Operate various hand and power tools and shop equipment; provide general manual labor to assist with operations as assigned.
+ Provide supervisory support functions in the absence of Operations Supervisor providing on-site project control and instruction to include overall responsibility for field work, project documentation and tracking and task assignment for peer employees or contractors.
+ Proficiently operate various sized screener, shakers, and grinders for recycling and processing waste materials and products, separate waste materials from usable materials.
+ Facilitate operation and other procedures involved in cleaning, maintaining, repairing, and rehabilitating County thoroughfares, drainage structures, curbs, gutters, parking lots, parks, trails, and related systems; operate various sweepers to remove materials on right-of-way.
+ Proficiently fabricate, install, and maintain traffic signs and barricades. Paint and maintain crosswalks and other permanent traffic markings.
+ Proficiently maintain, repair, and install guardrail.
+ Proficiently remove traffic obstructions, such as private signs, trim trees, shrubs, edge of road mowing to ensure adequate sight distance required for safe traffic movement.
+ Respond to public inquiries in a courteous manner; provide information within the area of assignment.
+ On-call for emergency/disaster situations including winter snow operations.
+ Proficiently remove snow and ice from streets, curbs, gutters, and parking areas utilizing specialized equipment; remove foreign materials from roadways, ditches, culverts, and creek beds.
+ Ensure that all work is performed according to applicable safety regulations, rules, policies, plans and specifications; ensure public safety as it pertains to the construction and rehabilitation of County properties; erect and maintain temporary traffic controls, barricades, and warning signs properly at assigned job sites as needed.
+ Participate in the activities and services of other County Departments and Divisions.
Qualifications for Success
+ Experienced and innovative in methods and techniques of construction, maintenance, and repair.
+ Ensures safety practices comply with OSHA regulations and environmental laws required regarding the use and disposal of materials.
+ Accurate record keeping and reporting concerning time and materials. Ability to read, write and use basic math and geometry associated with work activities.
+ Proficient in the application of information contained within the Manual of Uniform Traffic Control Devices (MUTCD) to perform job duties.
+ Computer skills: Demonstrated ability to use MS Office and Kronos (Time Entry).
+ Demonstrated ability with GIS-based sign management and sign fabrication software and equipment. Demonstrated use County supported computer software programs.
+ Ability to work in extreme weather conditions, confining workspaces, around electrical hazards, noise, vibrations, chemicals, dust, mechanical hazards, and flammable materials.
+ Perform a variety of manual tasks for extended periods of time and in all weather conditions.
+ Perform heavy manual labor.
+ Safely operate tools and equipment used in construction and maintenance.
+ Proficient operation of truck-mounted aerial bucket truck at a height of up to 40 ft.
+ Ability to lift objects up to 50 lbs regularly and 100 lbs occasionally.
+ Read and interpret maps, sketches, drawings, specifications, and technical manuals.
+ Demonstrated ability to communicate clearly and concisely, both orally and in writing.
+ Establish and maintain effective working relationships with those contacted in the course of work.
+ Maintain mental capacity that allows for effective interaction and communication with others.
+ Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
+ Ability to provide leadership to Maintenance Worker I, II and III positions as directed by Maintenance Foreman.
+ Ability to provide field training and coaching to Maintenance Worker I, II and III positions.
+ Ability to conduct work assignments with limited supervision while adhering to procedural requirements that results in a high level of service (LOS)
+ Ability to assess work environment for efficiencies and deficiencies in safety, production, competitiveness, and effectiveness. Contribute to new and innovative procedures and practices.
+ Support management in a positive manner that fosters continuation of Division and County directives.
+ Perform other related duties and responsibilities as assigned.
Supervisory Responsibilities
+ Does not have direct reports, but will exercise supervision over daily activities and job sites.
More Qualifications for Success
Experience: 6 years of experience of civil construction work, preferably in the Public Sector, that includes snow removal experience, heavy equipment operations certifications, and work zone safety setup certifications.
Education and Training:Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance, including completion of specialized training in maintenance, traffic control, and other Highway Worker-related responsibilities is required.
Licenses or Certificates:
+ A valid Class A Commercial Driver’s License (CDL), with no restrictions, including air brake endorsement and tanker endorsement is required within 60 days of employment.
+ Will be required to provide a current copy (30 day) MVR at the time of interview.
+ Adams County is required by the Federal Motor Carrier Safety Regulations to conduct pre-employment and ongoing random drug screens, background checks and motor vehicle record checks. Successful candidates must pass all the above, including a DOT physical and a criminal background check.
+ DOT Recognized Flagger Certification-Become a certified Traffic Control Supervisor (TCS) within Twenty-Four (24) months of employment.
+ The employee will be required to complete the LTAP Road Scholar program within 24 months of employment

Other:
+ Must be available to be on call 24/7, including holidays and in emergencies.
