This position exists to coordinate and synchronize the HSEM planning program and all its components. The incumbent leads the development, updating and revision of state emergency operations plans, implements HSEM guidance for developing/updating/revising state agency and local government emergency planning documents, and reviews and evaluates state agency emergency plans and procedures to ensure that all such plans and planning guidance adequately address state and local emergency planning needs, and comply with all State and federal planning requirements. This position will assist state agencies and local jurisdictions develop and continuously update plans and procedures to prepare for, respond to and recover from natural or human caused disasters. Successful performance in this position will make Minnesota a more resilient place to live and work.

Minimum Qualifications
Three (3) years of demonstrated experience serving as a Planning Chief in a FEMA Joint Field Office or a State Emergency Operations Center during actual response operations.
Experience must include the following:
+ Knowledge of FEMA's National Response Framework, and FEMA’s National Disaster Recovery Framework, including the six Recovery Support Functions.
+ Knowledge of whole community approach to planning and planning principles.
+ Knowledge of The Minnesota Emergency Operations Plan and The Minnesota Governor's Executive Order Assigning Emergency Responsibilities to State Agencies.
+ Experience with intergovernmental relationships at the local, Tribal, State and/or National Level.
+ Ability to coach, teach and mentor others in all aspects of all-hazards planning.
+ Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.

Preferred Qualifications
1. Possess strong strategic leadership, communications and critical thinking skills.
2. Emergency Management certification from FEMA or IAEM.
3. Experience in educating, persuading, motivating, and collaborating with others and effectively leading inter-disciplinary planning groups.
4. Completed FEMA Independent Study Courses IS-13, 100, 200, 201, 235, 236, 700, 800, 2002 and 2200.
Physical Requirements
Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
