This position will be part of MNIT’s Human and Social Digital Services (HSDS) team, which supports agency teams at these state agencies: Department of Human Services (DHS), MNsure, the Department of Children, Youth, and Families (DCYF), and Direct Care and Treatment (DCT). The MNIT HSDS team combines development and IT operations with a DevOps approach to ensure the reliable and efficient delivery of critical technology systems that serve counties, families, and individuals across Minnesota.

     

    In this role, you will apply professional knowledge and skills in both IT quality assurance and business analysis, with a primary focus on software testing and quality control. Responsibilities include developing and executing test strategies, creating and running test cases, validating solutions against requirements, and identifying and managing defects to ensure the quality and reliability of applications.

     

    You will also act as a liaison between IT and business stakeholders, gathering and documenting business needs, supporting requirements analysis, and assisting with solution validation. By collaborating with cross-functional teams, you’ll help align technical solutions with organizational goals, promote effective communication, and contribute to the successful delivery of technology initiatives.

     

    This position will apply established methodologies and industry best practices, requiring strong problem-solving skills, attention to detail, and clear communication to ensure technology solutions meet both functional and quality standards.

     

    **This position requires an employee to be onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.** Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis.     This position requires a minimum of three (3) years of experience performing IT quality assurance functions.

    Experience must include:

    + Developing and executing comprehensive test strategies, plans, cases, and data to validate business-critical applications, ensuring thorough end-to-end test coverage.

    + Performing regression, system, functional, and project-related testing activities, including defect identification, tracking, and resolution.

    + Interpreting data flow diagrams to understand system architecture and data movement, supporting the design of effective test cases.

    + Using SQL and APIs for data validation, query execution, and defect analysis.

    + Gathering and documenting business requirements (e.g., User Stories, Use Cases, UML Diagrams, Wireframes) and participating in formal reviews with technical and business stakeholders.

    + Delivering effective verbal and written communication that facilitates mutual understanding across technical and non-technical audiences.

    + Demonstrating strong customer service and interpersonal skills, including active listening, empathy, collaboration, and problem-solving, while managing multiple deadlines and priorities.

    Preferred Qualifications

    + Experience with manual and automated testing tools and frameworks, as well as tools for tracking requirements, tasks, and defects.

    + Adaptability to take on both QA and BA responsibilities as organizational needs evolve.

    + Ability to present complex technical information clearly to diverse stakeholders, including experience supporting end-users through help desk operations.

    + Familiarity with Agile/Scrum and Waterfall methodologies, including participation in backlog refinement, sprint planning, and reviews.

    + Background in testing web-based and mainframe applications (e.g., SMI, MAXIS, MMIS, PRISM) and database-driven solutions.

    + Hands-on experience with cloud platforms (AWS, Azure), API testing tools, and ETL processes.

    + Strong collaboration and problem-solving skills, including root cause analysis, coordinating testing across multiple systems, and translating technical information for non-technical stakeholders.
