Proposal Manager
_Reports to: Project Development Director_
_The Proposal Manager leads the proposal function within the region, overseeing pursuit strategy, team execution, and content development across a wide range of procurement efforts. This role manages and mentors the proposal team, enforces standards for quality and compliance, and collaborates closely with operations, estimating, and marketing to position the firm competitively. From high-stakes design-build pursuits to smaller qualifications packages, the Proposal Manager ensures each submittal reflects a deep understanding of client expectations, project delivery methods, and the firm’s differentiators. This role also supports business development planning, enterprise communications, and strategic alignment with regional growth goals._
Key Responsibilities:
Planning & Strategy
+ Collaborate with business development, estimating, and operations to develop long-range positioning strategies for the pipeline.
+ Guide the proposal team in monitoring upcoming procurement opportunities and helping prioritize pursuits.
Procurement & Proposal Support
+ Oversee all RFQ/RFP responses within the region, ensuring pursuit strategies are clear, win themes are integrated, and proposals are delivered on time and in full compliance.
+ Facilitate pursuit processes including kickoff meetings, strategy sessions, reviews, and final QA/QC.
+ Hold team members accountable for production timelines, information gathering, and adherence to brand and formatting standards.
+ Guide the development of staffing approaches, site logistics narratives, and project delivery writeups tailored to each opportunity.
+ Partner with estimating and operations to translate technical details into clear, client-focused narratives.
+ Assist the Project Development Manager the coaching and preparation of interview teams, including presentation material development, logistics, and rehearsal planning.
Content Development
+ Direct content strategy across pursuit types, ensuring proposal narratives, project writeups, and resumes are strategically tailored and on message.
+ Lead the development of high-level pursuit content including executive summaries, differentiators, and key themes.
+ Oversee and be a power user of AI tool use (e.g., CoPilot, Joist) and ensure ethical, accurate, and brand-consistent output.
+ Enforce proposal closeout best practices and content reuse systems.
Brand & Identity Stewardship
+ Ensure all proposal content and visual materials align with enterprise identity and brand tone.
+ Serve as a regional brand ambassador, guiding the proposal team in maintaining consistency across materials and platforms.
Employee Engagement
+ Collaborate with marketing/communications to support enterprise campaigns and internal storytelling tied to pursuit success.
+ Provide input on internal communications related to regional wins, staff recognition, and team milestones.
Marketing & Communications – External
+ Partner with marketing and communication leaders to translate proposal content into external marketing assets, including award entries, case studies, and social media features.
+ Ensure coordination between proposal and marketing efforts for consistent messaging and regional positioning.
Data Collection & Management
+ Manage proposal team use of DASH, Bynder, and other systems—establishing workflows for content updates, access, and version control.
+ Maintain and oversee systems for tracking proposal components, compliance items, recommendation letters, and past performance.
+ Align data management practices with regional and enterprise requirements to ensure content accuracy and system integration.
Regional Events
+ Support proposal team participation in client-facing events, panels, and industry conferences.
+ Collaborate with business development and marketing to develop messaging and materials for regional events connected to key pursuits or clients.
+ Collaborate with the marketing team on event coordination, helping develop materials and logistics for regional trade shows, recruiting events, and internal celebrations.
Position Qualifications:
+ Bachelor’s degree in marketing, communications, construction management, or related field
+ 7+ years of experience in the architecture, engineering, and construction (AEC) industry, with a strong focus on procurement and proposal development
+ 4+ years of leadership experience, including managing direct reports, leading teams, and driving strategic outcomes across multiple concurrent pursuits
+ Exceptional writing and storytelling skills, including the ability to distill technical input into compelling narratives aligned with pursuit themes and evaluation criteria
+ Proficient in Adobe Creative Cloud (InDesign, Illustrator, and Photoshop), Microsoft Office Suite, and proposal support tools
+ Experienced with CRM systems, content libraries, and proposal tracking software
+ Strong interpersonal and communication skills, capable of building trust with operations, marketing, and estimating teams while representing the value of proposal strategy to regional leadership
+ Proactive team builder and coach, with a demonstrated ability to mentor others, drive accountability, and foster a collaborative and high-performance environment
Essential Skills:
**Team Leadership:** Proven ability to lead, mentor, and manage a proposal team in a high-volume, deadline-driven environment.
**Strategic Planning:** Experienced in developing pursuit plans, win strategies, and messaging frameworks tailored to delivery methods and evaluation criteria.
**Content Oversight:** Skilled in directing content development across formats—ensuring clarity, alignment with client needs, and brand consistency.
**Operational Collaboration:** Confident working with estimating, operations, and design teams to develop accurate, differentiating proposal content.
**Systems Management:** Strong understanding of information and database systems (e.g., DASH, Bynder, CRM) and their role in proposal execution and reuse.
Physical Work Classification & Demands:
+ Light Work. Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects
+ The individual in this position will periodically walk, kneel, sit, crouch, reach, stoop, read/see, speak, push, pull, lift, stand, and finger/type. The frequency of each action varies by workflow and office activity
+ Walking - The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, boxes, cabinets, etc.
+ Constantly operates a computer and other office machinery, such as a calculator, copy machine, phone, computer, and computer printer
+ The person in this position frequently communicates with employees and external stakeholders regarding a variety of topics related to office administration
+ Constantly computes, analyzes, and conceptualizes mathematical calculations and formulas
+ Constantly reads written communications and views email submissions
+ The person in this position regularly sits in a stationary position in front of a computer screen
+ Visual acuity and ability to operate a vehicle as certified and appropriate
+ Rarely exposed to high and low temperatures
+ Rarely exposed to noisy environments and outdoor elements such as precipitation and wind
Compensation Range (Southern California Only)
+ Salary Range: $84,930.00 - $93,870.00
+ Anticipated Cost of Living Adjustment: $26,400.00 (COLA)
+ Total Compensation Range: $111,330.00 - $120,270.00 (Salary + COLA)

Benefits:
Hensel Phelps provides generous benefits for our salaried employees. This position is eligible for company paid medical insurance, life insurance, accidental death & dismemberment, long-term disability, 401(K) retirement plan, health savings account (HSA) _(HSA not available in Hawaii)_ , and our employee assistance program (EAP). It also is eligible for employee paid enrollment in vision and dental insurance. Hensel Phelps also believes in the importance of taking time to recharge. As a result, salaried employees are eligible for paid time off beginning upon hire. Salaried positions _(project engineers and above)_ participate in an annual bonus plan, subject to company and employee performance. Salaried employees are also eligible for a company cell phone or cell phone allowance in accordance with company policy. Further, salaried employees also receive either a vehicle or vehicle allowance in accordance with Hensel Phelps’ policies. Based on position location, a cost of living adjustment (COLA) may also be included (subject to periodic review and adjustment).
