    About Us:

    At OPM (https://portal.ct.gov/opm) we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Office of Policy and Management this class is accountable for assisting in directing the activities of the various subdivisions in the areas of research, plans and policy development, planning reviews, coordination, program development and administration.

    EXAMPLES OF DUTIES

    The OPM Assistant Division Director will support and collaborate with the Undersecretary for Criminal Justice to perform the following duties which include, but are not limited to, the following:

    + Ensure the effective operation of the Criminal Justice Policy and Planning Division (CJPPD; "the Division") within the Office of Policy and Management especially:

    + the Legal, Budget, Administrative, and Data Analytics Divisions.

    + Maintain effective operating relationships between the Division and key external public entities including:

    + the Division of Criminal Justice, the Departments of Correction and Public Safety, the Judicial Branch, and the Office of the Governor.

    + Administer the operations of the Division, including but not limited to:

    + Adherence to document retention requirements;

    + Staff training and supervision; and

    + CJPPD budget development and reporting.

    + Craft and develop adult and juvenile criminal justice policy, under the direction of the Undersecretary, including but not limited to:

    + Legislative proposals;

    + Communication and collaboration among executive branch agencies, the Judicial Branch, non-profits, and other criminal justice system stakeholders;

    + Interpretation and implementation of new laws;

    + Leading on special policy initiatives, with research and writing as required, on Divisional priorities; and:

    + Strategic planning relating to use of federal and private grant funds.

    + Oversee the Research Unit as it produces statutorily mandated reports such as:

    + the Fairness and Transparency Act on prosecutorial decision-making; the Alvin Penn Act on policing and racial profiling; the Higher Education and Prison Needs Assessment Report.

    + Oversee the Grants Unit as it aligns federal criminal justice and policing grants with Connecticut state law, administration values, and the needs of relevant stakeholders across the state.

    + Participate on behalf of the Division at relevant meetings, including but not limited to:

    + Criminal Justice Policy Advisory Commission, which in accordance with C.G.S. Sec. 18-87j, the Undersecretary for CJCCP chairs and is within OPM for administrative purposes;

    + Juvenile Justice Policy and Oversight Committee, which in accordance with C.G.S. Sec. 46b-121n, the Secretary is a member and co-chairs; and

    + Sentencing Commission, which in accordance with C.G.S. Sec. 54-300, the Undersecretary for CJPPD is a member and is within OPM for administrative purposes.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + relevant state and federal laws, statutes and regulations;

    + principles and practices of public administration;

    + principles and practices of state planning;

    + Knowledge of

    + and ability to apply management principles and practices;

    + research and statistical analysis;

    + Considerable

    + interpersonal skills;

    + oral and written communication skills.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Nine (9) years of experience in research, statistics, planning, management or policy analysis.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been at the supervisory level.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in administration, planning or a closely related field may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    The preferred candidate will have the following:

    + Experience managing a unit or enterprise such as CJPPD;

    + Experience collaborating with public officials and/or community stakeholders at a senior level;

    + Experience communicating findings from criminal justice data and policy analysis to state policymakers;

    + Experience interpreting statutory and administrative policy and proposing policy options based on criminal and juvenile justice priorities;

    + Experience working in the criminal justice system; and

    + A bachelor’s or advanced degree in law, criminal justice, public policy, emergency services and homeland security, or a closely related field.
