    Hours per Pay Period: 1.00 = 80 hours every two weeks (Exempt)

    This position requires travel.

     

    Develops objectives, policies, and procedures for outreach program to formalize and implement the mission, vision, and values of Billings Clinic. Maintains the standards, customer relations, and service delivery. Accountabilities include: quality of services; short and long range planning to achieve goals and objectives; fiscal control; physician and interdepartmental/intradepartmental relations; personnel management. Responsibilities within outreach management include serving as the primary contact for clinical and administrative leadership and physicians in developing and implementing business strategies that meet both Billings Clinic’s and the rural facility’s needs.

    Essential Job Functions

    • Develops and oversees department cost centers to ensure adherence to organizational mission, vision, values, strategic goals, and business strategies. Interprets and supports the mission and philosophy of Billings Clinic. Responsible for promotion of, and adherence to, the elements of Billings Clinic’s Code of Business Conduct and corporate compliance program.

    • In collaboration with physician leadership and other medical staff, administration, and other health care providers, develops and implements short and long range plans, and leads, develops and revises programs which enhance telemedicine and outreach services.

    • Leads department in the overall marketing, program development, and service priorities. Coordinates with physicians and other Billings Clinic leadership to assure continuity in pursing service line/organizational goals and synergy in implementing plans and problem resolution.

    • Participates in evaluation, selection and integration of health care technology and information management systems that support quality of care/financial needs and the efficient use of resources.

    • Develops, implements, and maintains a realistic, cost-effective annual budget.

    • Practices process improvement principles to assess and improve the quality of the service/care provided. Maintains competency in all organizational, departmental and outside agency environmental, employee or patient safety standards relevant to job performance. Coordinates all legal and regulatory compliance issues as related to outreach services.

    • Develops, retains, recruits, and leads a talented team committed to accomplishing the goals and objectives of Billings Clinic. Recommends, implements, and evaluates plans and systems that assure competent staff to provide care/services. Adheres to administrative policies and procedures relating to human resource management.

    • Demonstrates and encourages an ethic of open communication and teamwork throughout the organization. Builds an environment of shared commitment to Billings Clinic’s goals and responsibility to achieve quality outcomes. Provides consultation for related concerns and acts as a customer advocate by demonstrating sensitivity to ethical and legal ramifications of practice.

    • Works with the members of the Billings Clinic Medical Directors Clinical Operations and Billings Clinic departments:

     

    Develops, implements and evaluates project goals and objectives.

     

    Develops, implements and evaluates protocols, policies and procedures.

     

    Promotes communication between rural and urban facilities and Billings Clinic clinical and support departments.

     

    • Helps identify and secures and administers federal, state and private grants and appropriations.

     

    In collaboration with the Billings Clinic Foundation and clinical and administrative leadership identifies potential funding sources.

     

    • Network Management

     

    Negotiates and executes the outreach agreements.

     

    Guarantees compliance with conditions outlined in letter of agreement.

     

    Evaluates data, develops cost/benefit analysis and generates reports to inform members and healthcare professionals, administrators and other interested parties of project progress and goal attainment.

     

    Prepares and executes all budgetary requirements and ensures that budgeted objectives are achieved and maintained and that cost and expense objectives are met.

     

    Ensures services meet established standards of quality and customer service.

     

    • Industry/Customer Relations

     

    Represents Billings Clinic at local state, regional, and national level to influence policy development to positively impact the telemedicine services.

     

    Engages in promotion and marketing activities with potential regional partners.

     

    Routinely visits regional sites to identify potential issues/concerns, facilitate utilization of outreach, telemedicine services, discuss regional needs and gather pertinent information regarding existing services. Responsible for coordination and resolution of issues identified.

     

    • Coordinates with clinical and administrative leadership and physicians in developing and implementing strategies and business goals and objectives for outreach clinics provided at branch sites and in affiliate, managed or other rural communities in the Billings Clinic service region.

    • Coordinates and ongoing assessment of outreach clinic programs to ensure they continue to meet the strategic and business objectives of Billings Clinic and the branch, affiliate, managed or other rural community facility.

    • Integrates outreach clinic offerings in branch clinic locations and coordinates operational integration and communication plans.

    • Manages outreach clinic flight operations and clinic coordination to include all aspects of financial viability, budgeting, staffing, rental space contract negotiation, regulatory compliance matters, quality improvement monitoring and problem resolution.

    • Performs other duties as assigned or needed to meet the needs of the department/organization.

    Minimum Qualifications

    Education

    • 4 Year / Bachelors Degree in a related field.

    Experience

    • 6 years of experience in a leadership role.

    • Exceptional resourcefulness and sensitivity to politics at all levels (local, regional, federal, professional, business, inter-institutional, etc.) will be required.

    • Demonstrated management/leadership and program management skills related to the above tasks, knowledge, skills, and abilities.

    Certifications and Licenses

    • Current Driver License and ability to be insured to operate organization vehicles.
