    The Director of the Strategy and Operations Bureau provides leadership and oversight for the Workforce Development Council’s core operational functions, ensuring that the organization delivers on its mission with transparency, accountability, and impact. This role oversees grants and contracts management, financial operations, research and data, and administrative functions. The Strategy and Operations Director will play a critical role in aligning strategy with execution, building efficient systems, and supporting the Council in delivering measurable results for Idaho’s workforce. The successful candidate will have strong strategic thinking and problem-solving abilities aligned with a comprehensive understanding of workforce development, education, and/or economic development. Excellent financial and data analysis skills, effective communication with the ability to engage diverse stakeholders, organization and project management skills are highly valued in this role. A candidate who has a commitment to transparency, accountability, and continuous improvement will fit in well in our organization.

    Job Responsibilities

    Strategic & Operational Leadership

     

    + Partner with Executive Director to support Workforce Development Council in strategic planning and implementation for the agency.

    + Partner with the Executive Director and leadership team to align operational functions with the Council’s strategic priorities.

    + Develop and implement policies, systems, and processes that enhance organizational goals, effectiveness, compliance, and sustainability.

    + Provide leadership and mentorship to staff across operations, administration, finance, and research/data.

     

    Grants & Contracts Management

     

    + Oversee the application and reimbursement processes for grants managed by the WDC.

    + Ensure compliance with federal, state and local funding requirements.

    + Lead evaluation of grant effectiveness and manage reporting to Council and additional stakeholders.

     

    Financial Management

     

    + Collaborate with finance staff to develop budgets, monitor expenditures, and ensure fiscal responsibility.

    + Oversee financial reporting, audits, and compliance with state and federal regulations.

    + Provide financial analysis to support decision-making and resource allocation.

     

    Research & Data

     

    + Direct the collection, analysis, and reporting of workforce and education-related data to inform Council decision-making.

    + Ensure timely and accurate evaluation of program performance, outcomes, and ROI.

    + Translate data into insights for policymakers, employers, educators, and the public.

     

    Administration

     

    + Hire, supervise, and train staff and evaluate performance.

    + Oversee administrative functions including human resources coordination, facilities, records management, and Council operations.

    + Manage organizational policies and procedures to promote efficiency and compliance.

    + Support effective governance by preparing materials and reports for Council meetings.

     

    Stakeholder Relationships

     

    + Act as liaison with elected, appointed, federal, state, and public officials regarding WDC operations and administration.

    + Represent the WDC at public meetings and conferences.

    + Prepare reports and correspondence for the bureau and outside clients.

    + Manage WDC response to complaints, inquiries, and public records requests.

    Minimum Qualifications

    At least three (3) years of experience in EACH of the the following areas:

    + Managing staff and programs

    + Administering policies and procedures

    + Assessing program/project outcomes

    + Interpreting and applying federal and state laws, regulations and/or directives

    + Preparing and presenting oral presentations to executives or governing boards

    + Writing business documents and reports

    Desirable Qualifications

    Experience in the following areas:

    + Managing project teams

    + Analyzing financial data and developing a course of action

    + Identifying and resolving complex problems

    + Multiple operating systems and software

    + Working with boards and executive board meetings

    + Directing an organization program

    + Implementing organizational change

    + Assessing program outcomes

    + Strategic and organization planning of goals and objectives

    + Project management

    + Management practices
